The minutes of the regular meeting of the North Plainfield Board of Education held on September 16, 2009 at Watchung School, 33 Mountain Avenue, North Plainfield, NJ.
Mrs. Bond-Nelson called the meeting to order and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, AND Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library. Following the Pledge of Allegiance, Mrs. Bond-Nelson requested the call of the roll:

Minutes Approval
Mr. Branan moved, seconded by Mr. Allen and approved by a vote of 5 to 0 with Mr. Branan and Mr. Smith abstaining to accept the public session minutes of July 22, 2009 and September 2, 2009.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved to accept the executive session minutes of July 22, 2009 and September 2, 2009.

Financial Report
Mr. Allen moved, seconded by Mr. Branan and unanimously approved by roll call vote that the Board of Education approve the list of bills and payrolls dated July 31, 2009 in the amount of $4,913,303.52 and August 31, 2009 in the amount of $5,186,953.29.

Mr. Allen moved, seconded by Mr. Branan and unanimously approved by roll call vote that the Board of Education accept the monthly financial reports of the School Business Administrator/Board Secretary and the Treasurer of School Funds, for the months of June 2009, and July 2009, and further recommends in compliance with NJAC 6:23-2.11(B), that the Board of Education certify that to the best of their knowledge no major account or fund has been over expended and that as of this report sufficient funds are available to meet the district’s financial obligation for the remainder of this fiscal year.

Upon request of the chair for topics from the public, S. Moore commented on a proposed Villa Maria Project and its impact to the schools.

Student Representative Report
Cassius Ross, Student Representative, commented on various student activities some of which include the following:

The High School Mentoring Day took place with students and mentors participating in activities that made them more comfortable talking to one another. On Opening Day, Freshman students had a smooth transition as a result. HOPE Club met over the summer and worked on the garden. Students in Spanish classes were asked to assist as translators on Back-to-School Night.

On September 9, 2009, a production field crew from the Rachael Ray Show, came to NPMS and conducted a videotaping of Kate Friedman and her 26 former grade 7 English honors students. This videotaping was in preparation for the on location taping that will occur Friday, September 11, 2009 in New York City. This is a result of the persuasive letters that the students wrote to Rachael Ray asking her to make a donation to Judge's fund, a fund set up for the care of the pet pit bull that was seriously injured during a house fire. Here’s the story:

RACHEL RAY SHOW TO VISIT NORTH PLAINFIELD
This past April, Kate Friedman, a teacher of English at North Plainfield Middle School, saw a news report on NBC TV about a family in Riverdale, New Jersey whose home had burned to the ground. One of their dogs, by the name of Judge, was rescued but suffered severe burns on forty percent of his body and needed very costly skin grafts. In addition, as Judge was attempting to escape the fire, he tore a tendon in his knee. Since the family lost everything in the fire, they were in need of help to pay for these expensive surgeries.

In late May, Kate Friedman’s seventh grade honors English class used their persuasive writing skills to write letters to Rachael Ray (a pit bull owner and animal activist) explaining this touching story and asking her for help on behalf of the family. The students began the process by preparing interview questions. Judge’s owner, Symone Negrini, came to meet the class and share Judge’s story as well as that of her family. Ms. Negrini also participated in a question and answer session. The students were energized by this personal visit and had a much better idea of what happened to the family and their pets on that fateful day. Unfortunately, due to his injuries, Judge was not able to be present in the classroom.

The students’ enthusiasm carried over to their letter writing and community service. They worked diligently to write persuasive letters to Rachel Ray. Ms. Friedman compiled these pages into a book during early June and sent it to Rachel Ray.

In addition to the letter writing campaign, the students also sold Paw Prints during their lunch periods. Each paper paw print was worth a donation of one dollar. On the print was the student’s name and these were hung up in the hallway of the North Plainfield Middle School. The students were able to collect $380 that was sent to the Negrini Family Fire Fund.

Summer recess came and went. The week before school began, two months after sending the book to Rachel Ray, the producer of the Rachel Ray show called to explain that Ms. Ray was extremely touched by the students’ letters. Wanting to help this family and Judge, Ms. Ray made a generous donation of $10,000 to Judge’s fund so that his medical care could take place. In addition, the students (who are now 8th graders) have been invited to be guests of the Rachel Ray Show, along with Dr. Debra Sheard, asst. principal; Dr. Hope Blecher-Sass, supervisor of English, social studies and library media services; and Kate Friedman, teacher of English. The taping will occur at the New York City studio on Friday, September 11! In addition, a film crew from the Rachel Ray show will be visiting the North Plainfield Middle School on Wednesday, September 9, to interview and film the students and teacher.

East End School
“North Plainfield’s summer school was held at East End School this year and having teachers and students in the building added life and excitement,” remarked Kathleen Herrmann, East End School principal. “It was fortunate that the weather cooperated by not hammering the month of July with many hot and humid days.” The staff worked collaboratively and diligently to provide the students with targeted instruction to improve specific skills. Celebrations were held the last day to recognize learning and a job well done. A special thank you to Diana Sefchik, director of world languages, academic support, and ESL/bilingual education, for working so hard to facilitate this program. Many thanks, too, to Francesca Cardona and Marilyn Pinto for supervising the summer school program under the leadership of Ms. Sefchik.

Members of the staff at East End School engaged in a lunchtime study group last year to learn about Lucy Calkins and her philosophy on Writers’ Workshop. Early this September, students will create their own list of writing topics. Lucy Calkins believes that writing from experience enables students to become better writers as well as enjoy writing. The program is aligned to the New Jersey Core Curriculum Content Standards and targets specific writing skills necessary to become a proficient writer. Teachers are eager to begin the program. Student materials as well as two sets of read alouds which will be used to model a craft of writing for the students have been purchased. “Many teachers began the program at the end of last year and were amazed at how much the writing improved in such a short time,” noted Ms. Herrmann. To further support this endeavor, elementary teachers across the district will engage in a full day of professional development in November.

East End School will continue the geography building objective, which will include reading incentive programs and the friendly country letter exchange. Another added incentive will be a postcard exchange with students from around the world. The postcards will be displayed as they arrive as well as posted on the East End School’s website. Additional collaboration on this incentive will take place in early September.

East End School will go from one lunch to two lunches this year. This change was made in order to ensure that all students have sufficient time to eat lunch and enjoy recess.

Stony Brook School
New Backpacks for Stony Brook Students: Stony Brook Students arrived for the first day of school, and each student was handed a brand new backpack for the school year. This was made possible by the generosity of the Costco Store in Bridgewater. Principal Cathy Kobylarz received a phone call from the Costco customer service representative asking if Stony Brook students would like to have new backpacks for the upcoming school year. Without hesitation, the answer was yes and the following day, twenty-three boxes of backpacks arrived. Each homeroom teacher received enough for the students in his/her homeroom class. "Parents, students and staff were all delighted," stated Principal Kobylarz. "Thank you, Costco of Bridgewater, for your kindness and generosity!"

Happy New School Year: On September 10, 2009, Stony Brook's staff and students gathered for the first all school assembly. The theme..."Happy New School Year." Introductions of new staff members were first on the agenda. The Stony Brook School nurse, Pat Glen, spoke about staying healthy, the new music teacher, Jewel Crenshaw, taught everyone how to sing her name and when to report for chorus. The new guidance counselor, Leslie Castillo explained her ideas on friendship. The biggest surprise was shared by the new physical education/health teacher, Todd Vanderputten, when he shared with the staff and students that he attended Stony Brook School as an elementary student. Introductions were followed by a talk on audience and lunchroom etiquette, peacemaking skills and then Ms. Kobylarz led the student body in a School Pledge as everyone promised to do well in academics and make learning the number one priority. The finale of the program was the Summer Reading Awards distributed by Anne Bonner, media specialist.
Somerset School
This year Somerset Intermediate School will be implementing several new initiatives that will better meet the needs of students.
1. All students will have an advisory period every Friday.
2. Students who have good attendance and behavior will have a fun activity one Friday a month during advisory. This program is called “Choices” because students are making the right choice to work hard at school.
3. Teachers will continue the focus on literacy across all content areas.
4. Somerset Students will have a goal for each student to read a minimum of ten books throughout the 2009-2010 school year.
5. Fifth Grade students are now teamed with two teachers, which will allow the teachers to better deliver direct instruction (math/Science and language arts/social studies).
6. Additional assemblies and recognition of students’ success will help cultivate a positive culture.
7. Additional “Parent Academies” in math and language arts will be instituted.
8. During “Opportunity Period,” Mr. Sainte-Rose and Mr. Sandoval will initiate Somerset’s first Social Decision Making Club. This club is to help those students who need a bit more guidance in making positive decisions.
9. “Principal’s Breakfast” will be implemented to recognize students with straight A’s each marking period
10. Students of the Month Program will continue in recognizing students who exhibit positive behavior and also show great academic promise.
West End School
First Day Welcome: West End School greeted their new kindergarteners and their parents to the first day of elementary school by inviting both child and parent into the classroom for the first half-hour of the school day. This gave the parent and child a chance to share the excitement of this very momentous day together. They were given a tour the classroom and the opportunity to meet the teacher and other families who will be sharing the experience of kindergarten together. Following this was a New Parent Orientation and Breakfast held in the community room. The audience was welcomed by the Superintendent of Schools, Dr. Marilyn Birnbaum and Principal Beth Sobel. Topics included an overview of the school and introduction of the School Counselor, Taryn Buffolino, and Student Liaison Coordinator, Marilyn Pinto, who spoke about their roles and the assistance they provide for the students and families as well as an overview of the character education program. Service Learning Advisor, Mary Louise Durkin, provided information on West End’s service learning project, The Smile Train, and various other projects that are sponsored throughout the year. Michelle Coslit, PTA Vice President, presented the importance of parents being involved with their child’s school and an overview of the partnership between the school, the teachers, and the parents. West End PTA provided the breakfast and assisted with the event.

West End is Open and Ready: Two weeks ago one would have thought the opening of school at West End would not have been possible, but open it did thanks to the custodial and maintenance staff that had the building clean and ready for the children. Recognition also needs to be given to the West End staff that came in on the Saturday of Labor Day weekend to have their rooms looking beautiful for the incoming students. “I am very grateful to work with a staff that puts their students first to make sure the classroom looked inviting and child-centered, giving of their own time, demonstrating professionalism that goes beyond the everyday expectation. I would like to extend thanks to the support staff, paraprofessionals, spouses, family members, and friends who also came to lend a hand, stated Beth Sobel, principal.


Departments

Gifted and Talented
The introductory theme for the K.I.N.D.L.E. Enrichment program this year is Brain Power – Dynamic Dendrites! Taught by teachers Cynthia Crawford at West End School and Somerset Schools; Janet Darvin at Stony Brook and Somerset Schools; and Kathy Porter at East End and Somerset Schools, the students in grades K-6 will continue to develop an awareness of how we think, which is metacognition, as well as training and maintaining our brains to think. Students will explore the concept of “transfer of knowledge” which is using what we already know in new contexts and to solve future problems. Students will learn that the brain's transmitters, or dendrites, are constantly sprouting to make connections with other neurons and that unique experiences and life-long learning habits strengthen these impulses. Primary students will be introduced to the basic components of brain cells through role play and manipulatives. Older elementary students will build models of these incredible cells as well as engage in activities that simulate the transmission of messages. Understanding the amazing power of our brains will enable students to recognize their personal potential for learning and promote a culture where knowledge is power!

School Counseling Department
There have been changes in the school counseling department with transfers and a new addition. The department now has a bilingual school counselor at Stony Brook School, Leslie Castillo. Given that a bilingual school counselor also was needed at the middles school, Beverly Washington was transferred there to assume that position and will be the 8th grade counselor. Susan Mehl has been transferred from the middle school to the high school and has taken over Ms. Washington’s caseload. Andrea Antonson has transferred to the high school from Stony Brook School. Ms. Antonson is assuming a new position this year. She will work as half time high school counselor and half time test coordinator. The increase in state testing necessitates the addition of another test coordinator. Ms. Antonson will take on Ann Caruso’s former caseload and work closely with the current test coordinator, Denise Van Horn. Ann Caruso will now be the Student Assistance Counselor (SAC) for grades K-12. These changes will increase services to all North Plainfield students.

The department has participated in both 7th grade orientation at the middle school and 9th grade orientation at the high school. Students have been assisted with scheduling and acquiring lockers. Many new students have been scheduled and given tours of the building to help them to navigate their new surroundings.

The department will host the following colleges/universities during September and October for informational sessions: Raritan Valley Community College, The University of Pittsburgh, The University of Hartford, Rutgers University, Drew University, Seton Hall University, Kean University, Mount Saint Mary College, College of Saint Elizabeth, Kings College and Pace University.

The school counseling department will hold Parents’ Nights for all four grade levels and a Latino Parents’ Night as well.

School counselors throughout the district will be implementing the new school counseling curriculum. Counselors will be doing class lessons and working with teachers on interdisciplinary projects and activities. Career education will also be addressed in each grade level.

The crisis manuals have been revised and reprinted. All staff members now have them in their possession.

I&RS (Intervention and Referral Services) Training will be conducted this all with all I&RS teams in the district.

Educere has been introduced to the district. It will debut this year by providing some AP courses to students, home instruction, and other classes as needed.

Physical Education
The Joetta Clark Diggs Sports Foundation (JCDSF) will be offering Head 2 Toe Fitness (H2T) at NPMS. The program is dedicated to helping children and their families embrace fitness, nutrition and life skills. Their goal is to encourage youth to create the daily physical, mental, life habits that will stay with them forever. In Somerset County, the Foundation is only offering this free program to North Plainfield Middle School and an elementary school in Bridgewater. Scheduled to begin October 7, 2009, the program will occur one day per week for six weeks for seventh graders. “The JCDSF was founded by 4-time Olympian Joetta Clark Diggs. The JCDSF promotes involvement in physical activities for girls & boys ages K-12. The Foundation is committed to teaching good health and positive work ethics associated with participation in sports and introducing the different opportunities for girls & boys in the sports and entertainment industry.”

DISTRICT OPERATIONS & AUXILIARY SERVICES

SAFETY TRAINING
The Safety Topic for September is Equipment Operation. Related safety training will be conducted with all staff members on September 24, 2009.

HEALTH & SAFETY
H1-N1 (Pandemic Swine Flu)
The C.D.C. (Center for Disease Control) and W.H.O., (World Health Organization) are preparing to implement a full scale vaccination program. Clinical trials of vaccine are currently in progress with a projected release of early October. Once released, the initial target population will be school age children, staff members who come into contact with them, and first responders. The vaccine must be administered in two doses, three weeks apart. More information will follow as it become available.

In order to reduce our exposure to the H1-N1 Flu Virus, the district will continue to follow the directives listed below.
1. Routine cleaning that is normally completed using a multi-purpose cleaner will now be performed using an antibacterial disinfectant cleaner.
2. All staff members have been given a Swine Flu Fact Sheet that contains a number of safety precautions to prevent the spread of this virus.

ACCIDENT PREVENTION
In an effort to reduce our frequency of lost time accidents, a safety bulletin was issued to all district staff members regarding building safety & code compliance. The bulletin covers a number of topics including proper storage of items and furnishings that are not permitted in schools.

Additionally, we are currently preparing to reactivate the Safety Committee and a reorganization meeting will be scheduled shortly.

SUMMER MAINTENANCE PROJECTS
Listed below is a partial listing of Maintenance Projects that were completed over the summer.

• Painting of classrooms, offices and common areas throughout the district.
• Carpet removal and flooring replacement at various locations.
• Science Lab renovations at the high school.
• Drop ceiling installations with upgraded lighting at various locations.
• Asphalt paving and concrete replacement at several locations.
• Playground sidewalks and an A.D.A. ramp installed at the East End School.
• Roofing repairs and gutter replacement at Harrison School.
• Upgrades to the surveillance system at the high and middle School.
• Installation of new kitchen equipment at several locations.
• New stall partitions installed in four faculty restrooms.

CAPITAL PROJECTS
STATUS REPORT

HIGH SCHOOL/MIDDLE SCHOOL
Auditorium Stage Lighting Upgrades. The electrical portion of this project is now complete and the new dimmer controls will be installed shortly.


WEST END SCHOOL
Boiler/Heating System Replacement. Substantial completion was reached by August 28th as projected. The remaining work will be completed after normal hours and on weekends now that the new school year has begun. We anticipate the completion of all punch list items by the end of September.

Gymnasium Structural Repairs. The installation of a structural support skeleton has been completed. In order to open the gymnasium for the start of school, temporary flooring has been installed. At this time, several punch list items remain open including the reinstallation of the maple flooring. We now anticipate completion of this project by the end of September.

Baseball Field Installation. A baseball field has been installed in place of an existing softball field.

HARRISON BUILDING
Boiler/Heating System Replacement. Substantial completion was reached by August 28th as projected. The remaining work will be completed after normal hours and on weekends now that the new school year has begun. We anticipate the completion of all punch list items by the end of September.

EAST END SCHOOL
Boiler/Heating System Replacement. Specifications for this project are nearing completion and we anticipate going out to bid in January. The project will be scheduled for completion over the course of next summer.

DISTRICT WIDE
Door Replacements. Our new exterior doors have been received by our contractor. We anticipate their installation by week’s end.

Energy Conservation. Specifications are currently being prepared for the replacement of gymnasium lighting and the installation of room lighting sensors for all schools. We anticipate the completion of the project during the school year.

Somerset County Energy Audit Grant. The North Plainfield School District received a grant offered by Somerset County to audit our energy usage. The audit is currently underway and we anticipate receiving the results within sixty days of completion.

OPEN SPACE GRANT. The installation of our new turf field is continuing. The project is currently scheduled for substantial completion by the end of September with some site work expected to be completed by October 15th.

A RESOLUTION AUTHORIZING THE NORTH PLAINFIELD BOARD OF EDUCATION TO ENTER INTO A COOPERATIVE PRICING AGREEMENT

WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration; and

WHEREAS, the Middlesex Regional Education Services Commission Cooperative Pricing System, hereinafter referred to as the “Lead Agency " has offered voluntary participation in a Cooperative Pricing System for the purchase of goods and services;

WHEREAS, on September 16, 2009 the governing body of the North Plainfield Board of Education, County of Somerset, State of New Jersey duly considered participation in a Cooperative Pricing System for the provision and performance of goods and services;

NOW, THEREFORE BE IT RESOLVED as follows:

This RESOLUTION shall be known and may be cited as the Cooperative Pricing Resolution of the North Plainfield Board of Education

Pursuant to the provisions of N.J.S.A. 40A:11-11(5), the Business Administrator/Board Secretary is hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency.

The Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes of the State of New Jersey.




This resolution shall take effect immediately upon passage.
