The minutes of the regular meeting of the North Plainfield Board of Education held on June 3, 2009 at Watchung School, 33 Mountain Avenue, North Plainfield, NJ. Mrs. Bond-Nelson called the meeting to order and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, AND Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library. Jullien Selby, a senior at NPHS, finished 6th in the 100 meter dash at the NJSIAA State Group 2 Championships at South Plainfield HS this past weekend. Jullien will now compete in the NJSIAA Track and Field "Tournament of Champions," which starts June 4 at South Plainfield HS. Jullien will be competing against the best track and field athletes that this state has to offer.

East End School
On May 18, East End School held an assembly for Read to Feed which was facilitated by first grade teacher, Kitty Jedra. Read to Feed is part of Heifer International which is dedicated to end hunger and poverty as well as take care of the earth. East End students were encouraged to bring in any books that they no longer want to keep. The books were sold after school on Wednesday, May 27, with the proceeds sent to the Read to Feed program. Read to Feed uses the money to educate people in poverty stricken countries, as well as purchase livestock for families as they learn to use and appreciate what animals can provide to end hunger. Heifer International currently provides more than 27 types of animals that provide food and/or income to struggling families in 48 countries, including the United States.
On May 20, East End School held its annual Field Day. Physical education teachers, John Malazdra and Kathy Senna, facilitated the event. Students engaged in many activities throughout the day which emphasized individual performance as well as team work. A classic tug of war added to the enjoyment. Family and friends lined the perimeter of the field to watch the games and their cheers of encouragement echoed throughout the day. Kathleen Herrmann, principal exclaimed, “The weather was perfect and Kathy Senna, who is retiring in June, will surely look back on her last Field Day with pride. She will truly be missed at East End School.”
East End School held its annual Writers’ Fair on May 21, under the direction of Barbara Curtis, Kitty Jedra, Sharon Egan, Shirley Santonastaso, Rachel Padian, and Angela Phillips, first and second grade teachers. All students at East End had their writing displayed, and classes were scheduled throughout the day so that everyone had the opportunity to read and enjoy each other’s writing. As each class entered the gymnasium which was transformed into a spring-like writers’ paradise, they were invited to be seated. Students were called to sit in the “author’s chair” as writing was shared and celebrated aloud. The facilitators remained until 7 p.m. to welcome families as they also enjoyed reading not only their own children’s writing, but the writing of all of the students at East End School.
East End School held its annual PTA sponsored Variety Show on May 21 at 7:00 p.m. Students took the stage and performed different acts which included singing, dancing, playing instruments and performing comedy. Everyone enjoyed watching the children showcase their talents. The event was well attended,” noted Principal Herrmann.
Stony Brook School
Stony Brook's fourth annual Family Fitness Day was held on May 19, 2009. With the theme of "Healthy Bodies and Healthy Minds," Lauren Labott and Shannon Zakzrewski, physical education teachers, led students and family members through various fun-filled activities in an effort to promote a healthy way of living. Opening ceremonies began at 11:00 a.mm with greetings, stretching and dance activities. Music filled the air on the south field of Stony Brook along with activities such as lawn toss, volleyball, limbo, relay race, and a parachute station for grades kindergarten through grade 2. The north field found the third and fourth graders involved in roller ball, four squares, and beach ball/volleyball. Inside the gym were rock wall activities and twister. Beth Fetchko, school nurse, held her health station open for blood pressure checks for all visiting adults. Parents and family members joined the students for a picnic lunch and many stayed and participated in the afternoon activities. "This was another memory- filled day at Stony Brook School," stated Principal Cathy Kobylarz.
Earth Day has become a very special celebration at Stony Brook School. Thanks to the combined forces of our PTA and Stony Brook's LEAP committee, the gardens of Stony Brook School are bursting with spring flowers. Missy Boland, PTA member, and her hard working crew spent many hours preparing the flower beds for planting. The PTA purchased an assortment of tulips, daffodils and pansies. They had enough for individual students to participate in their own planting, allowing everyone to contribute in the beautification of the gardens. “At Stony Brook, we believe that the best way to take care of the earth is to start by taking care of our school, commented Ms. Kobylarz.
West End School
WE Celebrate Assembly: The purpose of the gathering was to celebrate students and staff for their accomplishments and demonstrations of good character. The following students were recognized for demonstrations of good character and academic accomplishments:
• Kindergartners: Tiara Gonzalez, Marcelo Freire-Rizzo, Joshua Arguello, Justin Vargas, Tiffany Chacon, and Vanessa Ruiz; First Graders: Aryel Lopez, Matthew Coslit, Sophia Pellegrino, Kaylee Basantes, and Lauren Fernandez; Second Graders: Sydney Dixon, Katherine Sandoval, Taylor Lacon, Ziyad Khalil, Sasha Levine, Shafaq Shahzad, Anthony Arencibia, Grace McGrath, Jennifer Cooney, Jennifer Raymondi, and Luiggi Hernandez; Third Graders: Abraham Guillen, Jaclyn Scopel, Kayla Adams, Alex Kushnir, Jessica Cerdena, Neslihan Aygun, Jackson Coalit, and Walter Jackson; and Fourth Graders: Sandra Garcia, Meligine Ruiz, and Jessie Corchado
• Lindsay Sena's first grade class was recognized by the PTA for collecting the most BoxTops for Education during this past collection period.
• The following staff members were honored: Barbara Walker, school nurse, was recognized for her outstanding contribution to the Smile Train Project by making and selling chocolate lollipop trains. Ms. Walker made and sold enough train-pops to contribute two more smiles to our total of smiles which is now up to 126. West End children and staff are hoping to reach a total of 150 smiles during the 2009-2010 school year. Kourtney Karl, first grade teacher, was recognized for recently earning her master’s degree; Rheanna Andersen, third grade teacher, for earning her masters +30; and Mariluz Torres, ESL teacher, for earning her Masters +30.
The third annual Reading Café was a great success! The program began with a meet and greet of older grades visiting younger grades. There they received a passport to visit one of West End's finest reading establishments “The Reading Café.” While paired up with their buddies, they visited one of seven most popular "restaurants," each featuring a continent. Students attended the Asian Grill, European Eatery, Antarctica Cafeteria, North American Diner, African Inn, and Australian Luncheonette. Students who participate in Student Council were “waiters,” serving books to the West End students. NPHS volunteers helped the waiters by assisting them in choosing appropriate books. Students attending the restaurants read a number of fiction and non-fiction books in a setting that was fun and inviting. Many thanks to Marilyn Pinto, Nancy Schreck, and the Literacy Events Committee (Alan Adams, Taryn Buffolino, Elizabeth Cirillo, Sandy Deller, Thesea Knauer, Marilyn LaMarca, Paula Lemos, Vicki Mendes, Veronica Quick, Wendy Szymanski) for the Reading Cafe Celebration. "Made up of volunteers, this committee has worked hard to bring special reading events to the students and their families all year long for which I am very grateful. They do an outstanding job and contribute greatly to the West End community," stated Principal Beth Sobel.
West End’s fourth graders participated in their annual spelling bee. "The competition was tough and actually took two afternoons to complete!" reported Beth Sobel, principal. The following children earned honors: First Place - Kevin Andrade, Second Place - Abdelaziz Bahnasy, and Third Place - Amina Elsais. Many thanks to the fourth grade teachers for preparing the children and organizing this yearly event: Marilou Barrett, Dina Diaz, Sue Fordham, Carol Irvine, Paula Lemos, Christina Moscatello, and Michelle Tafuri.
NPHS
Girls Circle: Joetta Clark-Diggs spoke on May 20, 2009, to approximately fifty girls at NPHS about perseverance, patience, and purpose in life. She used her experiences in the sports field and her experiences in the Olympics to give the girls examples of how dedication can make a difference in life. Following the discussion, the girls participated in a luncheon paid for by funds from the NPHS Intervention Program. The girls were also given free waterproof key and change holders donated by channel 12 News.
Boys Circle: On May 14, 2009, Alfredo Oquendo, a 2007 graduate of NPHS, returned to speak with the boys in the Boys Circle program. Alfredo spoke about filling responsibilities, doing hard work, and having a goal in life. He told the students about how he had had a difficult life in Ecuador, had moved to the US for a few years, returned to Ecuador, and then returned again to the US when his parents divorced. “Alfredo had such a wonderful time in our school and felt he wanted to share the lessons he learned here with other young men,” explained Susan DeAppolonio, English teacher and NPHS Intervention Program advisor.
DISTRICT OPERATIONS & AUXILIARY SERVICES
SAFETY TRAINING The safety topic for May was Personal Protective Equipment (PPE). Related safety training was conducted with all staff members on Friday, May 29, 2009. The safety topic for June is Chemical Safety.
HEALTH & SAFETY H1-N1 (Pandemic Swine Flu) In an effort to address the recent outbreak of N1-H1 (Swine Flu), the following directives were issued by the Operations Office. *See note below. 1. Routine cleaning that is normally completed using a multi-purpose cleaner will now be performed using an antibacterial disinfectant cleaner. 2. All staff members have been given a Swine Flu Fact Sheet that contains a number of safety precautions to prevent the spread of this virus. *The Center for Disease Control (C.D.C.) and the World Health Organization (W.H.O.) both recommend the continued use of contact precautions until such time as the outbreak has been effectively neutralized. We will continue to monitor this outbreak and provide the latest information as it becomes available.
GRADUATION 2009 As previously announced, this year’s graduation exercises will be held on Lower Krausche Field. The change of location was necessitated by the projected start date of the new Upper Krausche Field. Funded by a grant from the Somerset County Freeholders, this new field will take approximately twelve weeks to complete.
In an effort to make this year’s graduation a success, the following improvements are planned for Lower Krausche Field. • Over seeding and core-aerating of the field to stimulate turf growth. • Repaving of the lower entrance area including the driveway. • Paint and trim work on both storage buildings. In Progress. • Rehabilitation of the existing spectator bleachers. In Progress. • General clean-up and other improvements as necessary. In Progress. • Seal coating of the asphalt pad located on the south end of the field. • Repairs to fencing and installation of a top cap as needed. • Removal of the entrance turnstile at the south end of the field. • The removal of stumps and debris from the lower field bank. • Painting of exterior doors and trim on the rear of the high school. • Painting of exterior doors and trim on the maintenance shop. • Rental of twelve hundred chairs for increased spectator seating. • Rental of the stage unit from Somerset County Parks Commission. • Rental of a sound system as per quotation. • Repairs to and re-striping of running track. SUMMER MAINTENANCE PROJECTS A complete listing of all of summer maintenance projects is currently being compiled. More information to follow.
PROJECT GRANTS The following project grants have recently been approved for the North Plainfield School District. Please visit our website and click on the link to Operation’s for more information.
Somerset County Freeholders – Open Space Grant The Somerset County Freeholders have approved the North Plainfield School District for a $1,000,000 Open Space Grant.
Sealed Bids for this project have now been received by the Somerset County. The district is awaiting the results of their review. The projected start up of this project is on or about June 8, 2009. The project includes a base bid that will provide a new turf football field, lined for soccer and field hockey, and a new softball and baseball field. In addition, the base bid will also include other improvements, such as drainage and site work, dugouts and perimeter fencing. Alternates to the base bid will include a center logo, sideline netting, a water line to the north east corner of the field area and other upgrades as deemed appropriate.
These improvements will provide many years of expanded use and we anticipate many other improvements in the future orchestrated by the North Plainfield Education Foundation and their fundraising efforts. It is anticipated that these improvements will be completed by early September.
S.D.A./D.O.E. Construction Grant The New Jersey School Development Authority and the New Jersey Department of Education have approved two grants totaling more than $1,200,000 for the replacement of boilers and heating system components at the West End School and the Harrison Building.
Somerset County Energy Audit Grant The North Plainfield School District has received a grant offered by Somerset County to audit our energy usage.
2009-2010 CAPITAL PROJECTS The following Capital Improvement Projects are slated for completion during the 2009/2010 School Year. • District – Exterior Doors, as needed. • District – Windows, as needed. • East End School – *Boiler and heating system(s) replacement. • West End School – **Gymnasium structural repairs • District – **Energy Monitoring and Lighting Upgrades • NPHS Auditorium Stage Lighting Upgrades
*The completion of this project is dependent upon a favorable review of our grant submission.
**The completion of these two projects are dependent upon the actual cost of bids received for the West End and Harrison Building Boiler and Heating System Replacement Projects. If sufficient funds remain, we will move forward with these projects.
STATUS REPORT (Other Projects)
HIGH SCHOOL/MIDDLE SCHOOL Auditorium Stage Lighting Upgrades. Specifications are being prepared and we anticipate advertising for bids in June.
WEST END SCHOOL Boiler/Heating System Replacement. The equipment for this project was successfully bid and awarded. The mechanical portion of this project is currently out to bid and we anticipate an award of contract by the middle of June.
HARRISON BUILDING Boiler/Heating System Replacement. The equipment for this project was successfully bid and awarded. The mechanical portion of this project is currently out to bid and we anticipate an award of contract by the middle of June.

DISTRICT WIDE INITIATIVES District-Wide Energy Savings Project. Specifications are pending.
QUALITY INITIATIVE The district has completed a review of the Quality Initiative and has established target areas for improvement. This new initiative was created to enhance the custodial program. This initiative includes additional building inspections, targeted training and the introduction of a new quality control form being completed by building principals or their respective designees

SCESC – Mrs. Mullen reported on the reorganization meeting of the Commission.

High School Graduation will be held June 23rd. All Board Members are planning to attend.

Transportation will be required.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved by roll call vote that WHEREAS, 18A:58-37-1 et seq., as amended by Chapter 121, Laws of 1984, requires that the state and local community purchase and loan textbooks upon individual request to all students enrolled in grades kindergarten through twelve in nonpublic schools located within the local school district; and WHEREAS, no Board of Education is required to expend funds for the purchase and loan of textbooks in excess of the amounts provided in state aid; and WHEREAS, the Somerset County Educational Services Commission (SCESC) has agreed to administer the purchasing and processing of nonpublic school textbooks for local public school districts for the purpose of greater cost effectiveness through joint purchasing and centralized administration; NOW, THEREFORE, BE IT RESOLVED, that the North Plainfield Board of Education enters into an agreement with the SCESC, whereby the SCESC will administer a nonpublic textbook program for those eligible students attending nonpublic schools located within the county for the 2009-2010 school year, in accordance with 18A: 58-37-1 et seq., AND BE IT FURTHER RESOLVED, that the North Plainfield Board of Education agrees to pay the total amount allocated by the State of New Jersey Nonpublic School Textbook Program to the SCESC on or before July 31, 2009. Any unexpended funds will be refunded to the local school district.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved by roll call vote that WHEREAS, the New Jersey Nonpublic School Technology Initiative Program has been authorized in the Appropriations Act for the fiscal year 2009-2010; and WHEREAS, Nonpublic School Technology Initiative Aid shall be paid to school districts and allocated for nonpublic school pupils in a manner that is consistent with the provisions of the federal and state constitutions; and WHEREAS, said program requires the Board of Education in each public school district in New Jersey to provide technology to all students attending a nonpublic school located in the public school district; and WHEREAS, it is the responsibility of the Chief School Administrator of the public school district or designee to confer with the administrator of each participating nonpublic school within the school district to advise the nonpublic school of the limit of funds available and to agree upon the technology to be provided to the nonpublic school within the limits of the funds that are available for the nonpublic school; and WHEREAS, it is the responsibility of the public school to send written verification that conferences were held with each nonpublic school administrator to the County Superintendent, along with a copy of each agreement, on or before December 31, 2009; and WHEREAS, it is the responsibility of each public school district to provide the agreed upon technology which may include equipment, software, professional development and/or maintenance of equipment; and WHEREAS, the Somerset County Educational Services Commission (SCESC) has agreed to administer the responsibilities associated with this program for the purpose of greater cost effectiveness through joint purchasing and centralized administration; NOW, THEREFORE, BE IT RESOLVED, that the North Plainfield Board of Education enter into an agreement with the SCESC, whereby the SCESC will administer the Nonpublic School Technology Initiative Program for nonpublic schools located within the boundaries of the local school district for the 2009-2010 school year, AND BE IT FURTHER RESOLVED, that the North Plainfield Board of Education pay 5% of the allocation for the Nonpublic School Technology Initiative Program to cover the SCESC’s cost for administering the program. The total amount allocated by the State for the New Jersey Nonpublic School Technology Initiative Program will be paid to the SCESC on or before July 31, 2009 and 5% will be deducted for the SCESC’s administrative expenses. Any unexpended funds will be refunded to the local school district. Mr. Branan moved, seconded by Mr. Allen and unanimously approved by roll call vote that the Board of Education enter into an agreement with the Somerset County Educational Services Commission to administer the district’s Nonpublic School Individuals with Disabilities Education Improvement Act funds; pursuant to the requirements of the Individuals With Disabilities Education Act and Grant application, on behalf of the Board. The Services shall be limited to those permitted under the grant application and pertinent regulations. The terms of this Agreement shall be in effect from the date of adoption by the Board until June 30, 2010. The Board agrees to pay the Commission the full amount of the Nonpublic School IDEIA proportionate share grant funding in support of the Nonpublic School Individuals with Disabilities Education Improvement Act. The following payment schedule is hereby agreed to: 100% of State Aid including the 5% surcharge by no later than October 30 of each fiscal year, or by the date that the Nonpublic School Individuals with Disabilities Education Improvement Act aid is received. No other funding is due the Commission in order to operate this program.
