Minutes:  May 6, 2009


The minutes of the organization meeting of the North Plainfield Board of Education held on May 6, 2009 at Watchung School, 33 Mountain Avenue, North Plainfield, NJ.
Mr. Sternberg called the meeting to order at 7:30 pm and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, and Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library.

Following the Pledge of Allegiance, the oath of office was administered to Sandra J. Dodd and Nancy Maynard Szaroleta. At the call of the roll the following members were present:

A quorum was established.

Also present were Marilyn Birnbaum, Superintendent of Schools;, Donald Sternberg, Board Secretary /School Business Administrator; and Robert Rich, Assistant Superintendent, as well as 17 members of the staff and public.

The Secretary called for nominations for the office of President for the ensuing year. Mr. Branan nominated, seconded by Mr. Allen, Linda Bond-Nelson for President. A call for a vote for President had Mrs. Bond-Nelson elected by a unanimous vote.

The meeting was turned over to Mrs. Bond-Nelson by the Secretary.

The President called for nominations for the office of Vice-President for the ensuing year. Mr. Allen nominated, seconded by Mr. Smith, David Branan for Vice President. A call for a vote for Vice-President had Mr. Branan elected by a unanimous vote.

Mr. Sternberg presented to the Board information on professional services and reviewed anddiscussed with the Board the recommended appointments.

# The preceding appointments were made without competitive bidding as a "Professional Service" under the provisions of Local Public Contracts Law, because the services are to be rendered in each instance by persons who are authorized by law to practice a recognized profession and it is not feasible to obtain competitive bids.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved by roll call vote that be it RESOLVED, that inasmuch as New Jersey Administrative Code (NJAC 6:30 1.1 through 1.7; 6:30-3.1 through 3.13) requires and outlines procedures for the operation of an approved Adult High School, the Board of Education hereby:

A. Adopts the North Plainfield Adult High School Handbook, which outlines the school's Program of Studies, goals, operational policies, regulations for the award of credit, and equal educational opportunity/affirmative action commitment.

B. Affirms the Program of Studies of North Plainfield High School for use and adoption to the program of North Plainfield Adult High School.

C. Affirms the Program of Studies of Somerset County Vocational High School for use and adoption to the program of North Plainfield Adult High School.

a) a maximum of seven percent (7%) or greater of the total number of students enrolled in the sending district; and/or
b) a maximum of two percent (2%) or greater of the total number of students per grade per year in the sending district [N.J.A.C. 6A:12-3.1(a)].

Presentations
Stacie Davis and Ann Caruso presented a review of the Canuckapalooza Program to be held on May 15th. Dr. Birnbaum presented certificates of appreciation for their efforts.

Rosemary Mc Guinness, Adult High School Principal, presented and overview of the Community Adult School/Adult High School programs and operations.

A committee of NPHS teachers selected the following students for their exemplary work and behavior as "Students of the Month" for February. Special recognition for their accomplishments included a NPHS pride pin, a certificate, and a congratulatory letter from Jerard Stephenson, principal. The students' parents/guardians were also sent a letter thanking them for their support and influence.

Noelle Hynes and Branny Jean Orak were selected as North Plainfield High School’s 2009 Somerset County Scholar Athletes. Noelle has earned varsity letters in basketball, track, and cheerleading. Her leadership, commitment, and experience have helped her to be elected captain of the basketball team this year. Throughout her career, Noelle has received numerous awards recognizing her athletic achievements. Academically, she ranks in the top 10% of her class, is a two- year member of the National Honor Society, is a four-year member of Heroes and Cool Kids and Math League, and serves as a volunteer tutor. Branny, has lettered in varsity tennis for four years. He has excelled in the classroom while pursuing a demanding honors and advanced placement schedule and is ranked in the top 10% of his class. Branny is a member of the National Honor Society, French Honor Society, Treasurer of the Senior Class, and the Sports Editor of Tunlaw, the school newspaper. He balances athletics and academics with a number of other activities such as Peer Leaders Club, president; Latin Dance Club; Art Club; Ski Club; and Interact Club. He also serves as a Canuck Mentor. Noelle and Branny will be honored with other Somerset County award recipients at a special dinner on May 13, 2009 at the Double Tree Hotel in Somerset.

Noelle also was selected as NJSIAA Scholar Athlete for NPHS. Other scholar athletes include Pablo Gomez and Charisse Sobers, Skyland Conference Scholar Athletes and Christina Cruz, NJSIAA/ETS Scholar Athlete.


The NPHS Boys’ Varsity Track team won the Skyland Conference, Raritan Division, Track Championship on April 28 with a win over Hackettstown HS. They were undefeated in all of their dual meets this season. Congratulations to Coach Chuck Henriques and the players.

Mikaela Given, third grader at West End School, and Janet Darvin, Gifted and Talented (G & T) teacher, met with Mayor Giordano regarding an independent G & T project that Mikaela created. Her project, "Victorian Houses of North Plainfield," is a pictorial album of homes in the historic Washington Park section [depicting various homes and] highlighting the architectural features. The mayor was so pleased with the project he requested two copies, one to be put in the public library and one for borough hall. Ms. Darvin stated, "All third grade G & T students completed an independent project; Mikaela's was exceptional and focused on a local interpretation of architecture - that's why I sought a way to showcase this project in particular."

At the West End Celebrate Assembly, the following students were recognized for their accomplishments and demonstrations of good character:

Demonstrations of Good Character: Kindergartners Nury Castro and Tiara Gonzalez, first graders Morgan Kyer and McKenna Moore, second graders Alyssa Andrews and Danielle Havrilla, third graders David Perez and Estefany Giron, fourth graders Jackelynne Huezo and Destiny Mayfield.

Academic Accomplishments: Yazan Awad, Maham Bashir, Mason Llewellyn, Ashley Muhando, Nataly Perez, and Jenna Smagalla. Through the last 19 weeks they have spelled 320 words with 100% accuracy. Their second grade teacher, Mr. Jason Lilly stated, "They have shown wonderful study habits and a true love for spelling."

In recognition of Earth Day and academic accomplishment the following first grade students from Ms. Sena's class had their Dear Mother Earth letters read at the WE Celebrate assembly: Hatice Aygun, Anthony Guerrero, and Grace McGrath.

In celebration of National Poetry Month, West End students were encouraged by school librarian Marilyn LaMarca to take out poetry books and to write their own poems. The following students were recognized for their poetry writing by reading their own written poems at the WE Celebrate Assembly: Katelyn Bereheiko, Emily DeSotelle, Shaden Awad, Michael Trinajstic-Swank, Salma Mady-Ibrahim, and Kevin Lozada

Also recognized was Courtney Karl's second grade class for collecting the most “BoxTops for Education” during this past collection period.

Schools/Departments
East End School
East End School’s Science Fair was held on Tuesday, April 28. The gymnasium was turned into a “world of science” with information about how to save the earth. Various stations were set up inside the gymnasium and each grade level had the opportunity to visit the stations and experience different ways to preserve the earth, such as recycling, solar power, a real live worm farm, as well as water preservation. Patricia Marseglia, supervisor of math and science, facilitated the addition of high school students from the NPHS Hope Club. Michelle Guarnizo, Zubah Kolubah, Jamel Wilson, and Gabriella Zapata presented a power point presentation on their trip to the Watchung Reservation. During their exploration of the Reservation, they assisted in a survey of area reptiles and amphibians. They shared the photographs with the East End students emphasizing that keeping the earth clean also affects our wild life. The data the Hope Club members collected was a part of the New Jersey Herpetile Atlas. Suzanne Corso, the author of a children’s book, Sammy and Sue, spent the morning reading to the children. The book focused on how we can go green. The committee members who worked diligently to make the Science Fair a success included Deborah Lockley-Thompson, Sharon Egan, Miriam Andrews, Rebecca Silver, Stephanie Martin and Karen Lewis. Other staff members who also worked with the committee: Molly Mallett, Barbara Sobel, Nicole Rossi, Angela Phillips and parents. At the end of the day, the East End School Community was empowered with information on how to “Go Green.”

East End students celebrated Kite Day on April 29. Students made their own kites in the gymnasium with the assistance of parents and teachers. John Malazdra and Kathy Senna, East End School’s physical education teachers, facilitated the event. Students learned a great deal about the dynamics of kite flying and enjoyed being outside on a lovely day. The event was well attended by family and friends and the weather was perfect for kite flying.

West End School
Book Fair Night Event: Many thanks go to Marilyn LaMarca, media specialist and Marilyn Pinto, student liaison for running the Book Fair Night Event. It was a very successful evening with many West End School families coming to add books to their children's home library. At the end of the evening there was a raffle held for five book bags that had school supplies and other goodies in them.

Special Visitor: West End School had a special guest recently. Dressed in navy whites, a sailor came to see his favorite teacher, fourth grade teacher Carol Irvine.
Jairo Reinoso was the Navy visitor. He is finishing up his four years in the Navy and will be attending Kean College when he gets out. Jairo is a former West Ender and was captain of the soccer and basketball team at NPHS. He was also one of the original ROTC members at NPHS. Ms. Irvine's class has been writing to Jairo during his missions in Afghanistan and on board the Lewis and Clark where he helped capture 16 pirates! Ms. Irvine stated, "The children were fascinated by his stories of his missions (only the ones he could tell us about)." The class thanked Jairo for his visit, thanked him for his service, and wished him the best of luck in his future endeavors.

Stony Brook School
Rutgers Men's Basketball Team's Visit: The second annual Rutgers Day was held on Friday, March 26, at Stony Brook School as the Rutgers Men’s Basketball Team visited the fourth graders. Arranged by Janet Darvin, G&T teacher, this event was part of the Read Across America Celebration. The students and the players had been writing pen pal letters back and forth to each other, so the visit was a chance to finally meet. The players read stories to the students, answered many questions, posed for hundreds of pictures and autographed basketballs, t-shirts and sneakers. Principal Cathy Kobylarz noted, “It was such a pleasure to meet such a fine group of athletes. Pen pal letters and pictures are proudly on display at Stony Brook in order to showcase this great event.”

Stony Brook School PTA held its fifth annual basket auction on Friday night, May 1 under the guidance of committee chairs Missy Boland and Denise Cruz. In attendance were over two hundred "Tricky Tray" participants from as far away as Atlantic City and Philadelphia. Over one hundred and fifty baskets and gift prizes and certificates were auctioned off to the lucky winners. Students from the NPHS Interact Club were on hand as runners to present winning ticket holders with their prizes. Donations arrived from local business in the area, parents, Stony Brook's staff members and the PTA members. "This is the biggest fundraiser for the Stony Brook students, with all proceeds going toward the Cultural Enrichment programs. These programs include all educational assemblies and museum programs that are invited to Stony Brook School for student enrichment. Stony Brook School is very fortunate to have such a successful and hard working PTA. Their endless hours of dedication are to be commended and we are so grateful for their time and help,"
exclaimed Ms. Kobylarz.

NPMS
NPMS has identified 68 students for the National Junior Honor Society (NJHS). The students are currently in the process of obtaining letters of recommendation and completing the application for membership. Students will be selected by a faculty committee based on four characteristics: Scholarship, Leadership, Character, and Service. Once the students have been selected for membership, there will be a candlelight ceremony in their honor to be announced.

G&T Department
The third annual Gifted and Talented/ K.I.N.D.L.E Parent Information Evening was held at Somerset School on March 26. The team consisting of Cynthia Crawford, Janet Darvin, Kathy Porter, and Cathy Kobylarz, supervisor created an incredible informational evening for the parents and students of North Plainfield. All families in the school district were invited via hand-folded invitations. The 159 parents and students in attendance were greeted at the door with G&T gift bags containing water, pencils, puzzles, brain erasers, smarty candies, a raffle ticket, and an agenda for the evening. Introductions of the staff were made by the supervisor as families worked on trivia questions. Parents were invited to a smaller room for a twenty minute informational presentation and a Q&A session with Ms. Kobylarz. The teachers stayed with the students as the group participated in an origami paper folding project titled, “How the Donkey got his Haw.” Successful completion allowed the students to own a paper hat with two ears. Students’ final projects were proudly displayed throughout the Somerset Community Room, in the Somerset atrium and in the G&T classroom all located on the first floor. The evening ended with refreshments and a PowerPoint presentation set to music of all the many activities of the G& T program. A raffle ticket was chosen and a G&T gift basket was won by a very lucky family. The basket contained logic puzzles, books, games and a brain hat among other items. According to Ms. Kobylarz, “It was a wonderful evening, which presented the parents an opportunity to meet the G&T staff and find out information on the program. The evening offered the students the opportunity to share their final projects with their peers and parents.”

Somerset County Library Trip: On Monday, March 16, a group of G & T students (grades 2, 3, 4) attended a program at the Somerset County Library in Bridgewater that expanded the concepts of work presented in class this year. Art Explorations for Kids - Designing a Castle: The Architectural Accomplishments of Julia Morgan, was a wonderful program in which students were introduced to this remarkable woman who designed the Hearst Castle. Students had an opportunity to work corroboratively and build a structure of their own design! The information for this program was posted on the Inspiration Website where students, parents and siblings were invited to participate. As a result, 17 North Plainfield students were involved. Ms. Darvin took many pictures, which will be displayed for all to see. Although the program was scheduled for 4:30-5:30, the kids had such a great time imagining and creating that everyone stayed until after 6:00 to complete the designs! “It was really wonderful to see our students so excited and knowledgeable about topics studied together in class,” commented Ms. Kobylarz.

Guggenheim Museum Trip: Third grade G & T students, under the direction of their G&T teacher, Ms. Darvin, visited the Solomon R. Guggenheim Museum on March 31 to advance their year-long study of architecture. The desire to visit the Guggenheim evolved as students developed an appreciation for the art of construction as well as the creative process that inspires the design of buildings. Third graders had an opportunity to observe, firsthand, Frank Lloyd Wright’s masterpiece of design - a structure in which “form follows function.” Nature, above all else, was Wright's most inspirational force. He advised students to "study nature, love nature, and stay close to nature. It will never fail you." He did not suggest copying nature, but instead, allowed it to be an inspiration. Wright often brought aspects of nature into his buildings with his use of natural light, plants, and water. At the Guggenheim Museum, it is thought that a nautilus shell inspired the spiral ramp and that the radial symmetry of a spider web informed the design of the rotunda skylight. As students toured the museum, they were challenged to identify designs that were inspired by nature. They discussed the natural forms, materials, and/or phenomena that synthesize into a coherent structure as beautiful as the objects it displays. Following the extensive tour which allowed students to pause, sketch and share their reactions and interpretations, the third graders participated in a studio workshop. Facilitated by a museum curator and an artist, each student was guided through the creative process of designing and building his/her own museum. Consideration was given to the collection to be displayed when developing a symbiotic structure in accord with Wright’s “form follows function” tenet. Each student received a family guide to share with their parents as well as family passes to use on a future visit. The reaction of the third graders was overwhelmingly positive. They were fascinated by the structure itself, the ideas behind the building design and the exquisite art displayed throughout the museum. One youngster remarked, “It’s the most beautiful place I’ve ever seen, and the very best trip I’ve ever taken. I’m going to beg my mom to take us back!”

SAFETY TRAINING
The safety topic for April was Fire Safety. Related safety training was conducted with all staff members on Wednesday, April 22, 2009. The topic for May is Personal Protective Equipment (PPE).

HEALTH & SAFETY
H1N1 Flu
In an effort to address the recent outbreak of H1N1 Flu, the following directives have been issued by the Operations Office.
1. Routine cleaning that is normally completed using a multi-purpose cleaner will now be performed using an antibacterial disinfectant cleaner.
2. All staff members have been given a H1N1 Flu Fact Sheet that contains a number of safety precautions to prevent the spread of this virus.

Safety Committee
The reestablishment of our District-Wide Safety Committee is now in place. An agenda for the first meeting has been finalized and they will be holding their first meeting this month.

Asthma Friendly Schools
The Center for Disease Control (CDC) is in the process of restructuring the curriculum for the Tools for Schools Program. A training schedule is currently being developed and more information will be forthcoming. The Tools for Schools Program is a prerequisite to the Asthma Friendly Schools Program.

GRADUATION 2009
As previously announced, this year’s graduation exercises will be held on the Lower Krausche Field. The change of location was necessitated by the projected start date of the new Upper Krausche Field. This new field, funded by a grant from the Somerset County Freeholders, will take approximately twelve weeks to complete.

In an effort to make this year’s graduation a success, the following improvements are planned for the Lower Krausche Field.
• Overseeding and core-aerating of the field to stimulate turf growth.
• Repaving of the lower entrance area including the driveway.
• Painting and trim work on both storage buildings.
• Rehabilitation of the existing spectator bleachers. In Progress.
• General clean-up and other improvements as necessary. In Progress.
• Seal coating of the asphalt pad located on the south end of the field.
• Fencing repairs and the installation of a top cap as needed.
• Removal of the entrance turnstile at the south end of the field.
• Removal of stumps and debris from the lower field bank.
• Painting of exterior doors and trim on the rear of NPHS.
• Painting of exterior doors and trim on the maintenance shop.
• The rental of twelve hundred chairs for increased spectator seating.
• The rental of the stage unit from Somerset County Parks Commission.
• A rental of a sound system as per quotation.
• Running Track repairs and re-striping.

PROJECT GRANTS
The following project grants have recently been approved for the North Plainfield School District. Please visit the website and click on the link to Operations for more information.

Somerset County Freeholders – Open Space Grant
The Somerset County Freeholders have approved the North Plainfield School District for a $1,000,000 Open Space Grant. This project is currently out for bid and should be awarded by the second week of May. We anticipate the start up of this project to begin on or about June 8, 2009. The project includes a base bid that will provide a new turf football field, lined for soccer and field hockey, and a new softball and baseball field. In addition, the base bid will also include other improvements, such as drainage and site work, dugouts and perimeter fencing. Alternates to the base bid will include a center logo, sideline netting, a water line to the north east corner of the field area and other upgrades as deemed appropriate. These improvements will provide many years of expanded use. Completion of these improvements is expected by early September. It is anticipated that many other improvements in the future will be orchestrated by the Education Foundation and their fundraising efforts.

S.D.A./D.O.E. Construction Grant
The New Jersey School Development Authority and the New Jersey Department of Education have approved two grants totaling more than $1,200,000 for the replacement of boilers and heating system components at West End School and Harrison School.

Somerset County Energy Audit Grant
The North Plainfield School District has received a grant offered by Somerset County to audit our energy usage.

2009-2010 CAPITAL PROJECTS
The following Capital Improvement projects are slated for completion during the 2009/2010 school year:

Mr. Branan moved, seconded by Mr. Allen and unanimously approved by roll call vote that WHEREAS, adult high school programs provide a critical safety net for over 8,000 dropouts and other disadvantaged New Jersey residents who seek to earn a high school diploma based on the State's rigorous core curriculum content standards; and

WHEREAS, according to 2000 Census data, in seven New Jersey counties more than 20% of adult residents over age 25 lack a high school diploma, and

WHEREAS, high school dropout rates are expected to rise dramatically when new graduation requirements and new graduation reporting methods take effect; and
WHEREAS, the adult high school program offered by North Plainfield has enabled approximately 1500 students to earn a high school diploma, enabling them to become productive contributors to the economy; and

WHEREAS, the majority of the 1313 students currently enrolled in North Plainfield Adult High School are minority youth between 16 and 25 who would otherwise fail to complete high school or develop work-readiness skills; and

WHEREAS, the majority of North Plainfield Adult High School’s students are recent immigrants to the United States; and

WHEREAS, adult high school programs operated by North Plainfield and 33 other New Jersey school districts provide a quality, cost-effective means to equip out-of-school youth and other adults lacking a diploma with the skills and knowledge needed to graduate from high school and gain self-supporting employment; and

WHEREAS, uncertain state funding since 2003 has placed these programs in jeopardy, forcing more than 20 programs to close and reducing statewide adult high school enrollment by 39% since 2002; and

WHEREAS, the New Jersey Legislature’s action to restore $10 million for adult high programs to the budget in Fiscal Year 2008 was reversed by the Governor’s proposed budget for Fiscal Year 2010, which eliminates all state support for this critical purpose, leaving North Plainfield and other adult high school providers with a net loss of state aid for 2009-10; and

WHEREAS, individuals lacking a high school diploma have limited earning power, higher rates of welfare dependency, and a greater likelihood of incarceration, all of which have significant fiscal and social costs; and

WHEREAS, the North Plainfield Board of Education desires to preserve opportunities for people who have dropped out of a traditional high school to earn a high school diploma through a quality curriculum that combines academics with workplace readiness training; now therefore be it

RESOLVED that the North Plainfield Board of Education hereby urges Governor Jon Corzine and the members of the New Jersey Legislature to examine all available options to restore the $10 million line item for Adult Education to the State Budget for FY2010; and be it further

RESOLVED that the Board urges the Governor and Legislature to enact a permanent and predictable source of funding for these critical programs by approving Senate Bill 2115, which would include adult high school programs as part of the School Funding Reform Act of 2008, as recommended by the Joint Legislative Committee on School Funding Reform.
