Minutes:  September 17, 2008

The minutes of the regular meeting of the North Plainfield Board of Education held on September 17, 2008 at Watchung School, 33 Mountain Avenue, North Plainfield, NJ. Mrs. Bond-Nelson called the meeting to order and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, AND Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library. Following the Pledge of Allegiance.Mrs. Bond-Nelson requested the call of the roll:

Introduction of New Staff
Hope Blecher-Sass was introduced as the new Language Arts and Media Supervisor.

Student Representative Report
Nora Rivera reported on student activities some of which included the following:

On August 13th a mentor orientation was held and on August 28th freshmen met with their mentors and took a tour of the school, played games, and had lunch. After an assembly on September 10th senior privileges are in place. Back-to-School Night was held on September 16th. Student Council has elected new officers for the 2008-09 school year. On September 11th the cheerleaders visited ground zero to pay their respects.

Comments from the Public
Upon request of the chair for topics from the public, Brooks Smith commented on the lack of basketball courts available on playgrounds and commented on the signs posted on the playgrounds. Erica Walker asked about before-school care for the children of working parents.



Additional Board Matters
Upon request of the chair for additional emergency matters to be discussed by the Board, Mr. Smith confirmed a Finance and Facilities Committee meeting on September 24th at 7:00 pm. In addition, Mr. Smith asked about discussion of the Sunshine Law and Board Policy on appointing a board member to fill a vacant seat, and questioned that these items were not on this meeting’s agenda. Mrs. Bond-Nelson asked for a Policy Meeting on October 2, 2008 at 6:30 pm to discuss the Sunshine Law and Appointment Policy.

Presentation
Jane Delaney, Director of Pupil Services and Maria Araneo, Supervisor presented the recently completed Special Education Self-Assessment Improvement Plan. Upon completion of the presentation the following recommendation was made:

Dr. Robert Rich, Assistant Superintendent, reviewed and provided an analysis of the district test scores for the 2007-2008 school year for grades 3 to 8 who took the NJ ASK and for grade 11 who took the HSPA.

Committee Delegate Reports
The Finance and Facilities Committee will meet on September 24th at 7:00 pm.

Mrs. Bond-Nelson reported that the Negotiations Committee has reached a Memorandum of Agreement with the NPEA.

The Policy Committee will meet on October 2nd at 6:30 pm.

Superintendent’s Report
Recommendations from Superintendent of Schools
Recognition
The NPHS Marching Band, under the direction of Dorian Parreott, music teacher and band director, took 1st place at the Band Competition at Scotch Plains/Fanwood High School on Saturday, September 13, 2008. Approximately twelve bands participated, and NPHS took 1st in Group One. The 2nd place Weehawken HS band director was overheard congratulating Mr. Parreott, adding that we have a nice bunch of kids as well as fine performers.

Members of the NPHS French Honor Society, under the direction of Marlene Yoskowitz, advisor and teacher, received a letter of appreciation from Anne Bradley-Sosis, MA, CFRE, Associate Executive Director of Somerset Home for Temporarily Displaced Children, for their $100 donation to the Somerset Home. The Somerset Home provides abused, neglected and runaway youth with support services. “Your donation will go a long way toward helping us meet both the physical and emotional needs of the teens in our care,” noted Ms. Bradley-Sosis.

Sue DeAppolonio, NPHS English teacher, was contacted by Leftfield Production Company who asked her to come to NY for a casting call about local heroes. The production company researched local heroes and discovered Ms. DeAppolonio’s work with the Intervention Program in North Plainfield High School. They were intrigued enough to call her and ask for additional information about the program as well as a short bio and asked if she would be interested in appearing on a show with Regis Philbin about Hallmark Heroes. The Hallmark Channel (in association with Leftfield Pictures and Full Circle Entertainment) is producing the second segment of “Hallmark Heroes with Regis Philbin,” a one-hour television special. “This show celebrates ordinary people who have displayed extraordinary acts of kindness that have improved the lives of others. In this heartfelt hour, Regis Philbin, host of ABC's ‘Live with Regis and Kelly,’ will interview four heroes, highlighting their heroic acts that serve to inspire us all. In addition to the Heroes (who have been nominated by our sponsors: Bristol Meyers, Pfizer, and Johnson & Johnson), Regis will be joined by a philanthropic celebrity guest, as well.” Ms. DeAppolonio, who has been recognized for her efforts by Somerset County and various community organizations noted, “I was so honored to be asked to submit the criteria and pleased as could be to represent North Plainfield High School. I will be gathering the information and sending it off ASAP. Of course there is no guarantee I will be chosen, but it is special just to be noticed!”

The following Operations personnel recently passed their Black Seal Boilers Test and have received their licenses during the past year: Steve Schlosser, John Stavik, Rudy Adams, and Gordon Cain. Additionally, two staff members are now enrolled in a boiler operators training class, the first step in obtaining their licenses.

During the summer of 2008, several math and science teachers participated in professional development opportunities. Through the district's affiliation with the NJPAA, Kerry Thomson, NPMS math teacher, participated in NJASK 5-8 scoring sessions. Jen Riolo, NPMS math teacher, was a member of the NJASK 5-8 Standards Setting Committee. Cheryl Lechtanski and Annette Bicksler, NPHS Biology teachers, worked to score End-of-course Biology tests and to set standards for the scoring of these tests.

Responding to an offer from the NJDOE, mathematics teachers Jen Riolo, Teresa Thompson, Annemarie Manfredi, and Marvell Saint-Victor attended three days of training in the use of the 4Mat 4 Algebra program. North Plainfield was able to send these teachers to the training sessions and purchase materials for use in several Algebra I classes through a matching funds grant from the NJDOE. The program provides teachers with instructional strategies for use in mathematics instruction based on students' different learning styles.

Dr. Walter Blenderman attended meetings of the American Chemical Society in Philadelphia to learn more about the Process Oriented Guided Inquiry Learning, or POGIL, method for teaching science. He has already used some of the strategies in class previously and continues to share what he learns with his colleagues.

During the past spring, Hope Blecher-Sass, the district’s new supervisor of English/language arts, social studies, and media was part of “Classroom Close Up,” the NJN TV program. The segment is being shown again on Sept. 29 and October 4. The topic was READ 180 and digital storytelling. Tune in!

Mathematics
Teachers and students in all Algebra I, Geometry and Chemistry courses are using new textbooks this year. Each book has online access so students have the option to leave their book in school and access the textbook through their computers.

Two new courses have been added to the NPHS offerings this year. Algebra I ELL is being taught by Adriana Silva, NPMS teacher, who attended a year-long training program in the SIOP (Sheltered Instruction Observation Protocol) method. This is the first sheltered mathematics course. John Patrick is teaching CARD (Computer Assisted Robotics Design). This course will give students the opportunity to continue their exploration of the programming of LEGO robots. Mr. Patrick attended training along with the NPMS Robotics teachers, Dawn Kleinfield and Elio Mayo.

During August, 12 teachers and 10 administrators attended the initial round of training in the use of the Learnia program, the new online assessment. The next step will involve the turnkey training of teachers in grades 3-8, including special education, ESL, and academic support teachers. The district has also been invited to send participants to a free, six-hour Assessment Literacy workshop to help them answer the inevitable questions about the program and assessment in general.

Teresa Thompson, NPMS mathematics teacher, will be starting a Mathcounts Club. The purpose of the club is to give students the opportunity to develop math problem solving skills in a fun and non-threatening environment. The Mathcounts Foundation provides clubs kits, free of charge. In future years, students may enter problem-solving competitions.

The NJDOE provided North Plainfield with matching funds to train teachers in the 4Mat 4 Algebra program, and to purchase materials for Algebra I students. The teachers, Annemarie Manfredi, Marvell Saint-Victor, Jennifer Riolo, and Teresa Thompson, have all begun to implement new instructional strategies with their Algebra I and other mathematics students. Although all materials have not yet arrived, they are expected shortly.

North Plainfield Middle School offers the Intensive Math program for eighth grade students who are placed in the program as a result of their seventh grade math grades, their seventh grade math teacher’s recommendation and their NJASK 7 scores. Because of the late arrival of the NJASK 7 scores, the enrollment for the course is still being determined. The course will begin Monday, September 15. Parents will be notified by letter.

Technology
Technology continues to be updated. A new wireless network has been installed, resulting in connections that are five times as fast as previous connections. This network is also more secure, increasing our students’ safety while using the internet. New electronics have also been installed in the network wiring closets. Combined, these two installations are Phase I of the plan to connect the district’s schools together via fiber, increasing the speed between schools form approximately 8 MB to 1 GB.

All teachers in grades 6-12 will be using the Genesis Gradebook. Parents will now be able to access their child’s grades by signing up via our district website, www.nplainfield.org.

Somerset
The following was sent to the Somerset School community as a start to the 2008-2009 school year:

Opportunity Knocks at Somerset School

“We are pleased to share with you our newest addition to our new schedules this year. As part of our efforts to provide the best educational experience for your child, we have added an “Opportunity Period” each day. This period occurs during the last period of each day for both fifth and sixth grades. This is a period of the day that is dedicated to giving students both academic and enrichment opportunities.

Two opportunity periods a week are dedicated to math and language arts activities, two days are focused on different enrichment activities, and one day is created for make-up work or incentive rewards.

Mondays and Wednesdays will include our math and language arts activities. These activities help the students to be stronger in these subjects, as well as provide even more support and practice for the annual standardized tests. We have also integrated technology based programs, such as Skills Tutor and Accelerated Reader, Fast forward, Pod casting and Math & Language Arts E path testing which caters to the needs and challenges of students performing at a variety of levels.

Our enrichment activities will take place on Tuesdays and Thursdays. These activities include a program where a fifth and sixth grade homeroom will form a team and work together, so the students can help one another. Band and chorus students will also be able to participate in optional music classes during this time. Some enrichment activities include drama, art appreciation, career skills, poetry, science lab, historical arts and crafts, and computers.

Every Friday, the students will have the opportunity to participate in an incentive activity (if they are recommended); make-up missed homework, or do recreational reading. Each team of teachers will recommend students, who completed all of their work that week and set a good example for other students in class, for positive recognition. The recommended students may choose to participate in activities which include dance, physical education, drawing, and computers.

We realize that the needs the students continue to grow and change, so we must do the same. We are confident that this program will not only strengthen the academic skills of each student, but will provide them with a variety of skills and different areas of knowledge to better prepare them for their futures. It has been said that even when opportunity knocks, the person must still get up and open the door. We hope that this opportunity period will not only help them to see the door, and hear the knocking, but teach them how to open it and see just how much they are capable of achieving.”

NPHS
Team Building at NPHS

Optimal Performance Associates (OPA) will be working with the freshmen class and their mentors on September 16 at NPHS. The goal of the workshop is to improve leadership skills, enhance communication, build confidence and self-esteem, manage conflict and stress, teach how to target and achieve goals, and enhance teamwork skills.

Ninth graders and their "Canuck" mentors will participate in activities designed to assist them in meeting the goal of the workshop. The certified and trained staff of OPA will debrief the students and make connections on applying the lessons/skills learned.

The workshop will not only benefit the students involved in the activities but benefit the total school program and community. When the students return to the school they will be better prepared to face the academic rigors and social situations that make up their day.

West End School
Welcome New Parent Breakfast

West End School had a great beginning to the new school year. After welcoming the children they invited all the new parents and Kindergarten parents to the community room to have a New Parent Orientation. Topics included an overview of the school, PTA and what they mean to West End, introduction of the school counselor and new student liaison coordinator and their roles in the school and how they are available to support the children and their families. There was an overview of the character education program and various projects that are sponsored throughout the year. Refreshments were provided by the PTA.

Kindergarten Family Back to School Night

West End held a Kindergarten Family Back to School Night on Wednesday, September 10. They had a wonderful turn out of parents and children. The evening began with refreshments in the community room. Parents then went tot he kindergarten classroom for a presentation by the kindergarten teachers. The children stayed in the community room and watched a sing-a-long DVD.

Launch of New Club - Second Grade Book Club

Second graders will join together to read books together and have book discussions from 7:50-8:20 on Friday mornings. This club is being organized by second grade teachers Elizabeth Cirillo and Veronica Quick. Their first book will be Charlie and the Chocolate Factory by R. Dahl. The first meeting will be Sept. 26!

East End School
East End’s Opening

East End School had a smooth and exciting opening day. Students were excited to return to school and meet their new teachers. After a few days, they were quite familiar with procedures and routine. New this year, morning announcements are made and the school community salutes the flag.

The first PTA Meeting was held on September 9 and parents listened to Kathleen Herrmann, principal, discuss safety and academics. She also shared with them the projects that were completed and still in progress at East End. The PTA President was emailed the district’s improvements which were provided by Ed Ostroff, director of operations.

Back to School Night

East End’s Back to School Night will be on September 23. The evening will be different this year by enabling the entire school community to come together during a transition time to listen to the Principal address the community as well as introduce the staff. Around the perimeter of the community room, special teachers will be seated at their own tables where they will display their schedules, curriculum, handouts, etc. They can be as creative as they desire. This will give parents the opportunity to see and meet all special teachers in one convenient area. During this time, a slide show will loop showcasing the students engaged in different activities.

Although parents are discouraged from bringing their children, it is recognized that this is difficult for some. Therefore, our high school students will provide child care. The Principal has also collaborated with the supervisor of World Languages who is reaching out to students to assist in translating in classrooms and other areas of the building to improve communication. Also, all staff will wear name tags to they are easily identified.

East End School Goes Global in the 2008 – 2009 School Year

One of East End School’s building objectives will focus on integrating the disciplines across the curriculum by broadening students’ understanding of basic world geography as well as raise awareness of different cultures throughout the world. Children are naturally curious and the East End School Community will work together to tap into that innate curiosity so students can learn about our world and the people who inhabit the continents. As students learn about the continents and how to locate them on a map, they will enjoy listening to folktales from different parts of the world as well as read informational texts which will explain traditions, climate, languages, foods and so much more. Technology will provide students with opportunities to visit countries right from their classrooms as well as use this platform for research. Students will listen to music indigenous to other countries as well as learn some songs. They will also find out about famous artists and some of their most accomplished works of art. Students will use writing to express themselves creatively as well as write informational pieces which will be displayed at the Writers’ Fair. We are also planning on bringing in a Geodome which will provide the school community the opportunity to learn more about geography during the school day and at an evening event. Finally, East End School will create a world event in the Community Room so East End families can take a Gallery Walk and enjoy many of the projects the students engaged in throughout the year.

It has also been mutually agreed upon that every room in the building will be named after a country. Teachers are collaborating and deciding which country to choose. Students will learn about their country through research, read alouds and technology. For instance, instead of Ms. Stanton’s kindergarten room, students will also know that it is called Poland. Classroom countries will be in place for Back to School Night. The East End School Community will learn about geography across the disciplines as they celebrate diversity.

Parent Helping Hands

Dropping off students in the morning can often lead to traffic jams. East End School put safety first and this year the PTA will sponsor a “Parent Helping Hands” program. Volunteers will assist in expediting the traffic flow each morning. As parents pull into the driveway or in the front of the building to drop off their children, Parent Helping Hands will open the passenger side door allowing the children to exit quickly and safely. The driver can then continue on and make room for the next drop off. Parent Helping Hands will wear vests that clearly identify them as Helping Hands volunteers.

School Wide Discipline Plan

Members of the staff at East End School have formed a committee which includes the principal, parents and teachers in order to create a school wide discipline plan. The goal is create an environment of respect and responsibility in order for students to understand that they are responsible for their own behavior. Building strong characters and fostering positive goals will help to ensure that students at East End School will be a community of learners. On September 5, an assembly was led by Principal Herrmann, who talked to the students about kindness and responsibility.

Tapping into our Resources at the High School

East End School and North Plainfield High School will collaborate and bring some high school students to East End so they can share some of the wonderful activities that our high school students have to offer. East End believes that children at a young age should be made aware of the importance of becoming involved in extracurricular activities and solid academics. For example, members of the high school band will be invited to play for the elementary students which will encourage them to become involved in the music program. Athletes from different sports will talk about the importance of remaining physically fit and academically eligible to participate at the high school level. High school students will also read to the children and some of the East End students will create their own books and read them to the high school students. Modeling is the best way to encourage children and what better way than to let our own high school students showcase their activities and accomplishments.

Community Fall Festival

On Saturday, October 18, East End School will host a Fall Festival for family and friends. The festival will provide the school community with the opportunity to have a day filled games, food, crafts and loads of fun. It will also give everyone a chance to say hello to old friends and make some new ones. East End is expecting a huge turnout and looking forward to celebrating the arrival of fall and the beginning of a brand new school year.

September 11th

On September 11, the East End School Community came together on the front lawn to honor the heroes of 9/11. The student council planned the event and spoke about the history of 9/11. The flag was raised and patriotic songs were by all.

Stony Brook School
Welcome Back, New Parents Tea

On September 3, 2008, Stony Brook School opened its doors and began the new school year 2008-2009. While the teachers and staff greeted their new students and began their first day together, all parents of new students were invited to the Media Center for the 2nd annual "New Parents' Tea.” Parents were welcomed to the Stony Brook Family by Principal Kobylarz as they met staff members and learned some "fun facts" about the school and district. It was a great way to start off a great year.

Media Center

One big renovation that occurred this summer at Stony Brook School was in the library, now known as the Media Center. The walls were painted, the floor was raised, the ceiling was lowered and new lights were installed. The library had been recently automated and books were rearranged to allow for more student access. The computers were then set up in five hexagonal pods, a new printing station was added and a Smartboard was also installed, allowing for more interactive learning. New keyboards and monitors were also installed, giving the once small and cramped library a welcomed jump into the 21st century. Ms. Kobylarz stated, “ It truly has been a magical transformation and the children are so excited to enter and learn; it has become the "hub" of our school. Many thanks go out to all who have been involved for their help and dedication. “

Rock Wall

"They are climbing the walls at Stony Brook School," especially now with the brand new rock climbing wall. Traverse wall climbing is the latest craze at Stony Brook School. It is a great activity that builds physical, cognitive and social/emotional skills. It is also lots of fun. Climbing will help all students develop cardiovascular fitness, strength, flexibility and coordination. It also teaches problem-solving skills, patience, perseverance and courage. The hope is to build life-long habits of physical health and fitness for students, and this seems like a great way to begin.

LEAP's Character Education Assembly "NED"

Stony Brook School is entering its sixth year with its teacher-developed, NJ Best Practice Award Winning Character Education program entitled "LEAP" (Learning Equally and Peacefully). The Kick-Off assembly was held on September 9th and featured the All for KIDZ program, NED. NED stands for what it takes to become a champion at school and in life: Never give up - Encourage others - Do your best! NED's tool for learning these traits is demonstrated with yo-yo's. He teaches the students six basic yo-yo tricks and then encourages them to use their "NED" techniques as they learn to master and enjoy their yo-yos and their new philosophy on life.

A New "Kinder" Garden

One long time tradition at Stony Brook School is that the older students watch out and care for the youngest students. As role models for the school, the fourth graders have always been aware that they need to model peacemaking behavior. Every year as the oldest members of the school, the 4th graders, "move-on" to Somerset School and they leave a gift to commemorate their time at Stony Brook. This year the PTA and the fourth graders had enough money to create a "kinder" garden for the newest students coming into Stony Brook. Located at the back of the school, next to the kindergarten entrance, the "kinder" garden is enclosed by a small fence, and contains fall plants and a wishing well, sending the new kindergarten students "well wishes" for a happy school year. Along with the current "peace" gardens, the kinder garden will maintained by the students as they learn the important lessons of giving back to help others.

OPERATIONS & AUXILIARY SERVICES

SAFETY TRAINING
The Safety Topic for September is Equipment Operations. Related safety training, including OSHA Standards, will be conducted with all staff members on September 17, 2008.

HEALTH & SAFETY
The Operations Department has now placed new first aid kits in each of our buildings. Additionally, several new eye wash stations have been installed in labs and custodial closets. In the coming weeks, public address horns will be placed into service at all school buildings for use during our safety drills and in the case of an actual emergency.

DISTRICT OPERATIONS
In addition to completing routine work orders, our Maintenance Personnel continue to complete a number of summer projects. The following additional projects are now in start-up mode or are in the process of being scheduled.
• NPHS - Upgrades to a storage area to accommodate new servers.
• NPHS- The completion of a new office and work area.
• Stony Brook – Installation of a sound system in the gymnasium.
