The minutes of the regular meeting of the North Plainfield Board of Education held on June 18, 2008 at West End School, 447 Greenbrook Road, North Plainfield, NJ. Mrs. Bond-Nelson called the meeting to order and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, AND Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library. Following the Pledge of Allegiance, Mrs. Bond-Nelson requested the call of the roll:

Public Hearing, P.L. 2007 c. 53, Section 5 – N.J.S.A. 18A:11-11
WHEREAS, The State of New Jersey has enacted P.L. 2007, c. 53, an Act concerning School District accountability; and

WHEREAS, Said notice was provided to the public via publication in the district’s official newspapers, Courier News and Star Ledger, on May 14, 2008; on the district’s public website on May 14, 2008; and was posted at Borough Hall, Watchung School, and the North Plainfield Public Library on May 14, 2008.

WHEREAS, The Board provided notice of a public hearing 10 days prior to the renegotiation, extension amendment or alteration of an employment contract with the Superintendent of Schools, Assistant Superintendent of Schools and Business Administrator; and

NOW, THEREFORE; the North Plainfield Board of Education hereby opens this public meeting for comment with respect to the employment contracts of Marilyn Birnbaum, Ed.D., Superintendent of Schools; Robert H. Rich, Ed.D., Assistant Superintendent of Schools; and Donald Sternberg, Business Administrator.

Upon request of the chair for additional emergency matters to be discussed by the Board there were none.

Presentation
Mrs. Rosemary McGuinness, Adult School Principal, presented an overview of the Community Adult School and the Adult High School.

Committee Delegate Reports
Mr. Branan, Policy Committee Chair, gave an overview of updated policies discussed at the most recent Policy Committee Meeting. In addition, the Committee needs to review the policy regarding abstentions and also review the goals developed by the Committee.

Mr. Branan, Finance and Facilities Committee Chair, discussed capital projects and maintenance projects scheduled. In addition, the Committee discussed installation of basketball hoops on the tree located on Route 22 next to Krausche Field and developed goals for next year.

Mrs. Bond-Nelson, Curriculum Committee Chair, reviewed items discussed including meeting with supervisors and textbook reviews. The next meeting will be scheduled for the Fall.

Mrs. Bond-Nelson, Negotiations Committee Chair, updated the Board on the status of negotiations indicating that the next meeting is scheduled for July 7th at 4:00 pm.

Mr. Estevez, Legislative Representative, updated the Board on recent legislation.

Mrs. Dodd, SCESC Representative, updated the Board on the June 5th re-organization meeting of the Commission.

Superintendent’s Report
Recognition
Staff

The following North Plainfield 2008 New Jersey Governor’s Award Recipients will be honored at the district’s Teacher Appreciation Celebration, Wednesday, June 18, 2008, West End School at 6:30 p.m.: Alan Adams, West End School; Kitty Jedra, East End School; Dina Liona, Somerset School; Theresa Moroney, NPHS; Sharon Switek, Stony Brook School; and Robert Zetlin, NPMS. All staff members are invited!!

Dr. Walter Blenderman, NPHS chemistry teacher, has received a grant of equipment for chemistry instruction in the amount of $1000 from the Pittsburgh Science of Learning Center, located at Carnegie Mellon University. The grant is in appreciation for Dr. Blenderman's decision to involve his Chemistry 7 Honors students in an online tutorial and testing program for learning chemical stoichiometry, the branch of chemistry dealing with relationships of combining elements. During the past school year, students logged onto the internet site for tutoring in this topic. This was followed by online testing. Carnegie Mellon is testing questions for inclusion in a program for chemistry instruction as part of their Cognitive Tutor program. North Plainfield students use the Cognitive Algebra Tutor program in ninth grade. Dr. Blenderman has chosen to purchase computer-based automatic data collection equipment which will enhance and enliven laboratory instruction and demos in chemistry and physical science classes.

North Plainfield staff members attended the monthly meeting of the New Jersey Educational Computing Consortium on June 13, 2008. They presented the district's initiative in the use of podcasting and iPods as instructional tools to an audience of technology teachers, supervisors and vendors. Ron Fisher, director of technology, and Patty Marseglia, supervisor of mathematics and science, were invited to speak by Lisa Thumann of the Rutgers Center for Mathematics, Science and Computer Education after she trained a cadre of teachers and administrators in the district during April and May. Joining them were Brooke Phillips, fourth grade teacher at East End School and Roseann Caruso, second grade teacher at West End School. The administrators explained the district's expectations for increasing the use of this technology in instruction while the teachers showed their student-created podcasts. Both Ms. Phillips and Ms. Caruso spoke of the excitement generated in the classroom and the students' familiarity with the iPod.
The National Endowment for the Humanities has awarded the North Plainfield District forty laminated American masterpiece reprints for display in the high school. The Picturing America Grant was designed to help students gain a deeper understanding of American history through some of our nation's finest art. Social studies teacher, Greg Ammon and librarian, Susan Feibush, submitted the grant application.

Business & Education Alliance & Somerset Patriots Baseball Club
Salute to Teachers Student Essay Contest: Fourth grade teacher Carol Irvine, West End School, was honored at a Somerset Patriots game as part of the “Salute to Teachers” program. Nancy Bahnasy, a student, nominated Ms. Irvine by writing an essay that addressed the following: Who is your teacher? What qualities make him or her such a good teacher? How does your teacher challenge students to strive for success? How does your teacher motivate you to do your best? Ms. Irvine was awarded with a $100 check to be used for supplies for her classroom.

Heather Lopardo, Regional Director, Youth Market, American Heart Association sent Lauren Labott, physical education teacher at Stony Brook School, a letter of congratulations for spearheading “an amazing Jump Rope for Heart event on behalf of the American Heart Association. Lauren did a remarkable job of providing the students with a unique opportunity to learn the value of physical activity and raise dollars for research and education….I applaud her creativity, determination and spirit in making this event such a success.”

NPHS/MS
The NPHS mixed chorus, NPMS chorus, and NPMS band all received "superior" ratings at the High Note Music Festival on June 6, 2008 held at St. Rose Elementary School in Freehold, NJ. Tom Mazur, supervisor of fine, practical and performing arts, noted the following: “It was a proud morning for their supervisor, as well as the many students and hard-working and dedicated teachers Amy Six, Ivan Izeppi and Heather Fencik. I was approached by both judges afterward who were further impressed by the number of students involved in our music program. They see hundreds of school groups from the tri-state area, and for them to leave their stations to individually seek me out is especially noteworthy.” The NPMS band and chorus performed their "superior festival rating" song selections to the thunderous applause of the appreciative, near to capacity, audience at the middle school concert on June 12, 2008.

West End School
The Parent Engagement Committee's Library Night at the North Plainfield Public Library was a great success. About 51 children, grades K-4 attended and 25 adults. The children’s librarian started off the evening with an introduction to the library and presented the resources offered there. She then proceeded to gather the children for a Read A Loud "Martina the Beautiful Cockroach," a Cuban folk tale. Following was a craft. The children sat down on long tables and created colorful door hangers, while Taryn Buffolino, counselor, supervised. While the children were engaged, adults and teachers gathered upstairs for a presentation given by Nicole Rivlin, Marianne Harris, and Marilyn Pinto, West End teachers, on the importance of continuing reading in the summer, as well as how to pick appropriate leveled literature for each child. Teachers gave concrete examples and methodology for parents’ practical use and introduced the summer reading program, with its rewards and benefits. Authentic literature was displayed on each grade level in various degrees of difficulty. After the presentation, parents and children came together for a light snack. At the end of the evening new library cards were issued and each librarian had lines of children taking out new books. Many of the parents who attended stopped to thank the members of the committee for a wonderful evening and expressed gratitude for what they had learned.

West End held its second annual Reading Cafe. This year's theme was World Showcase. Each serving area represented a continent with a generous serving of books from that area of the world. Student council members served as waiters/waitresses for the evening while entertainment was provided by Tom Mazur, supervisor of fine, practical and performing arts, and Barbara Habeeb, former NPHS graduate and community member. Faculty involved in the planning, set-up, and coordination of the evening included Alan Adams (and Paulette Adams), Taryn Buffolino, Sandy Deller, Sue Fordham, Rosemarie Hansen, Carol Irvine, Theresa Knauer, Mariln LaMarca, Veronica Quick, Marilyn Pinto, Nancy Schreck, Wendy Szymanski, Todd Vanderputten, and Francesca Cardona-ESL teacher from East End School.

Kindergarten Dino Day: West End School’s kindergartners had a wonderful day being paleontologists on June 13. All four kindergarten classes came together in the community room and participated in various learning centers which included digging for bones, finding fossils, measuring dinosaurs, writing about and coloring dinosaurs and assembling a giant wooden dinosaur with the help of many dads.

The Heroes and Cool Kids program has announced that Allison Sarfati, a senior at NPHS and our Somerset County Scholar Athlete, has won their annual "Essay Contest for Seniors,” and will be presented with a $2,500 scholarship (donated by Sony Electronics) at their annual Golf Outing/Dinner on June 23, 2008, at the Edgewood Country Club in River Vale, NJ. She is one of two winners. There are approximately thirty four schools in the program state-wide.

Congratulations to West End’s Fourth Grade Spelling Bee Winners: First Place: Kyle Funelas; Second Place: Meehan Khan; and Third Place: John Hatala. The Fourth Grade Spelling Bee is an annual event and is planned and coordinated by the fourth grade teachers: Marilou Barrett, Dina Diaz, Carol Irvine, Paula Lemos, and Michelle Tafuri. Taryn Buffolino, counselor, and Sue Fordham, teacher, served as judges.

DISTRICT OPERATIONS & AUXILIARY SERVICES

SAFETY TRAINING
The Safety Topic for the month of June is Chemical Safety. Related safety training, including proper handling techniques and OSHA Standards, was conducted with all staff members on Wednesday June 11, 2008. The aforementioned training was scheduled to coincide with the start-up of summer cleaning.

Additionally, the following developmental training courses will be held during the summer months.
• Right To Know Refresher – All support staff.
• Right To Know – Initial, all new employees.
• Restroom Cleaning Techniques – Kivac machine usage.
• Terrazzo Floor Refinishing – Diamond grinding techniques.
• Emergency Response – Fire extinguisher training.

GRADUATION 2008
Krausche Field is currently being readied for this year’s graduation exercises to be held on June 20, 2008 at 6:30 p.m. Additionally, the *high school gymnasium is being prepared to host the middle school Graduation.

* In the event of inclement weather, the high school graduation will also be held in the high school gymnasium.

DISTRICT OPERATIONS
The Operations Department is preparing to start up several maintenance projects slated for completion over the summer months. Additionally, they will be opening several bids during this month for a number of capital projects that are slated for completion this summer.

Listed below is a sampling of the major improvements planned for completion before the start of school in September.
• Restroom renovations at several locations.
• A district-wide façade and brickwork restoration project.
• Structural repairs to East End and West End gymnasiums.
• Auditorium stage and house light improvements.
• A district-wide energy conservation project.
• Renovations to Stony Brook media center.
• Exterior door replacements at East and West End Schools.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved by roll call vote that for the summer of 2008, the Board of Education approve the employment of Deanne D’Armiento to perform clerical work in the high school guidance office for up to 95 hours, at the rate of $18.12 per hour, to be adjusted pending settlement of the negotiated Agreement.

Resolved that the North Plainfield Board of Education show that it considered the following proposal and adopted the following resolution at its regular meeting on June 18, 2008.

Donald Sternberg has recommended to the Board that the Employer consider the following described services to assist the Employer with its compliance responsibilities for its 403(b) plans:

WHEREAS, Metropolitan Life Insurance Company (together with its affiliates, herein referred to as “MetLife”) has proposed that the Employer consider using MetLife ComplyNow Program services to assist the Employer with the employer’s responsibilities with respect to its 403(b) contracts sold by MetLife and may receive other compensation as described in the Metlife ComplyNow Program Service Agreement (the “Service Agreement”).

WHEREAS, Mr. Mike Sumi described MetLife ComplyNow Program services to the Employer.

NOW, THEREFORE, BE IT RESOLVED that the Employer approves the Service Agreement.

RESOLVED FURTHER, the Employer directs Donald Sternberg to sign the Service Agreement as the act of the Employer.

RESOLVED FURTHER, that the Employer’s officers be, and each individually is, hereby authorized to do and perform any and all such acts, including execution of any and all documents, as said officers shall deem necessary or advisable, to carry out the purposes of the foregoing resolutions. WHEREAS, on June 13, 2008, the North Plainfield Board of Education (“Board”) initially conducted a public bid opening for the award of the project for Toilet Room Alterations at North Plainfield Middle/High School and East End Elementary School, Stony Brook Elementary School and West End Elementary School and

WHEREAS, five vendors submitted bids for consideration at the bid opening; and

WHEREAS, the Business Administrator/Board Secretary has evaluated the bids received and the Board has determined to award the contract for the Project; and

WHEREAS, in accordance with the provisions of the Public School Contracts Law, N.J.S.A. 18A:18A-1 et seq., the Board has determined that Salazar & Associates, Inc., having offices at 2421 Iorio Street, Union, NJ 07083, is the lowest responsible and responsive Bidder for the Project, with a Base Bid of $519,300 (Five Hundred and Nineteen Thousand Three Hundred Dollars), and additional alternate bids for the following:

Alternate #1 $86,400 (Eighty-six Thousand Four Hundred Dollars)
Alternate #2 $82,800 (Eight-two Thousand Eight Hundred Dollars)

NOW, THEREFORE, BE IT RESOLVED, that the Board makes the following award of contract:

Salazar & Associates, Inc. is hereby awarded the contract for the Project, for the total contract lump sum of $688,500 (Six Hundred Eighty-Eight Thousand Five Hundred Dollars); and

BE IT FURTHER RESOLVED, that this award is subject to Salazar & Associates, Inc. executing the Owner/Contractor Agreement for the Project; and

BE IT FURTHER RESOLVED, that the Board’s Counsel is authorized to prepare and transmit for signature the Owner/Contractor Agreement applicable to this award, as well as to secure from Salazar & Associates, Inc. such other documentation as required by the Project Specifications and this Resolution.

WHEREAS, the North Plainfield Board of Education desires to transport special education, non-public, public and vocational school students to specific destinations; and

WHEREAS, the Somerset County Educational Services Commission, hereinafter referred to as the SCESC, offers coordinated transportation services; and

WHEREAS, the SCESC will organize, provide and schedule routes to achieve the maximum cost effectiveness;

NOW, THEREFORE, for the 2008-2009 school year, it is agreed that in consideration of pro-rated contract costs, plus an administration fee of 5%, as presented to the North Plainfield Board of Education as calculated by the billing formula adopted by the SCESC’s Board of Education, said formula shall be based on a route cost divided by home to school mileage of students allocated to each participating district. The total amount to be charged to district will be adjusted based on actual costs. Payments will be due within 30 days of receipt by the district and deemed late after 60 days with an additional 1% fee for late payments. At the discretion of the Commission superintendent, late fee charges may be waived for extenuating circumstances.
