The minutes of the regular meeting of the North Plainfield Board of Education held on March 5, 2008 at Watchung School, 33 Mountain Avenue, North Plainfield, NJ. Mrs. Bond-Nelson called the meeting to order and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, AND Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library. Following the Pledge of Allegiance, Mrs. Bond-Nelson requested the call of the roll:

Student Representative Report Nora Rivera reported on various student activities some of which included the following:
A Sadie Hawkins Dance was held on February 29th. Student government organized a Black History Presentation which included a performance from the Drama Club and Step Team. On March 3rd Seniors were offered a seminar entitled, “Go to High School, Go to College,” by Phi Alpha Fraternity. NJROTC will participate in Newark’s Saint Patrick’s Day Parade. The homeroom with the best attendance earned a trip to MTV in Newark.
Comments from the Public Upon request of the chair for topics from the public, Jerard Caprio questioned a wrestling program proposal. Ms. Quda Palmer-Chamblis introduced herself as the Director of Watching Avenue Presbyterian Church’s Afterschool Program.
Additional Board Matters Upon request of the chair for additional emergency matters to be discussed by the Board there were none.
Presentation Mr. Thomas Mazur, Fine Arts Supervisor, introduced students who participated in a presentation of Camelot.
Committee Delegate Reports Mr. Estevez, Legislative Chair, updated the Board on present legislation relating to education.
A Negotiations Committee Meeting is scheduled for March 18th.
Dr. Birnbaum and Mr. Sternberg presented a review of the proposed 2008-09 school budget.

West End School
Trustworthiness Day: The second grade students and their teachers celebrated the character education trait of trustworthiness by having a special Project Trust Day. The day was designed by the second grade teachers as their PEP activity during district in-service in November.
Each second grade class planned a learning experience whether it is a play, a story read aloud and discussion, or physical activity to do with trust and being trustworthy. Classes signed up to go to two or three of the second grade classrooms throughout the day to learn about trustworthiness.
Beth Sobel, principal noted. “The second grade children and their teachers did an outstanding job in representing and teaching their assigned trait. It was an important lesson and very well received by the other students of West End School. Thank you to the second grade teachers who made this day such a success: Lisa Cirillo, Sandy Deller, Kourtney Karl, Jason Lilly, Veronica Quick, and Ruth Siegel.”
Red Cross Donation: Since it was Valentine's Day and Heart Month, West End decided to have a contest to raise money for a donation to be made to the Red Cross. Third grade teacher Roseann Caruso and first grade teacher Christina Mundy volunteered to organize the event. They filled a guessing jar with candy hearts and for a quarter folks could take a guess at how many hearts were in the jar. The winner and runner-up received Valentine prize packages and West End raised $120.00 for the Red Cross.
Somerset School
Bucks for Breakfast: The fifth grade’s fifth “Bucks for Breakfast” celebration was held before school on Thursday, February 14, 2008. Approximately 60 children, parents, siblings and teachers attended the breakfast. Many of the children were “repeat customers.” Some students have now earned five invitations to breakfast, one for each month they have been in school. Fifth grade teachers served a delicious meal including scrambled eggs, potatoes, bagels with cream cheese or butter, bananas, and hot chocolate. Coffee and tea were also provided for the parents. Tim Mentone, Somerset teacher, welcomed the parents and students. Hopefully, students have already begun to earn their February bucks to qualify for an invitation to the March celebration. Somerset students and staff look forward to seeing even more students (and their parents) joining next month when representatives of the North Plainfield Fire Department will be preparing the breakfast!
Each month, fifth grade students earn “bucks” toward having breakfast at school. “Bucks” may be given at any time during the month when behaviors listed below are displayed. Students must keep track of their own “bucks.” Each student earning approximately eight “bucks” in one month (less for shorter months) is invited to attend a special breakfast along with one parent. The positive behaviors used to earn these “bucks” include the following: • Be on time every day. • Display cooperative behavior consistently. • Exhibit good citizenship and/or deeds. • Be a “peacemaker.” • Be prepared with supplies every day. • Complete all assignments on time. • Follow school rules. • Respect staff members and peers. • Keep materials organized. • Pay attention to lessons on a daily basis.
North Plainfield Public Library Assembly: On February 1, 2008, Bob Biastre and Melissa Meola from the North Plainfield Public Library visited the entire fifth grade at an assembly during eighth period. Both librarians read to the students, shared information about the media center and answered the many questions students had. Mr. Biastre and Ms. Meola left each student an application for a library card and information detailing the many programs held at the North Plainfield Public Library.
Visit to Holy Cross Nursery School: In January, Mary Castro, fifth grade teacher, arranged with Janice Allen, Director of Holy Cross Nursery School, for her fifth graders to visit the nursery school. The purpose for the trip was to get students to practice reading with fluency and emotion. It also was a community service for the children as they shared their talents to others.
Prior to the trip, Ms. Castro and Linda Schuler, in-class support teacher, had students partner read in the classroom so that students would be familiar with the stories and practice asking questions of their partner as if they were 4 years old.
In Ms. Castro’s follow-up she stated, “We took our walk on February 6th . Twenty-one of my 23 students went. They were paired up with a 4 year old. It was a tremendous success! My students did such a great job reading to the young children. The nursery school children were in awe to have a ‘big kid’ read to them. The staff of the nursery school loved it and we were invited to come back. We are currently planning to go on March 6th. This time the 5th graders are going to read a book and ask the 4 year olds which was their favorite part. Then together the children are going to draw a picture of the favorite part. The teachers from the nursery school would like the students there to get more fine motor skills practice.”
Somerset School’s Drama Club will be showcasing a Cabaret Theater on Friday, March 7 and Saturday, March 8 in the Somerset School Community Room at 7:30 p.m. Presentations will include the following: The Magic Fishbone, The Leopard’s Noisy Drum, El Caballito of Seven Colors, and Somerset Choral Readers.
Stony Brook School
Stony Brook School participated in its first annual "Jump Rope for Heart" fundraising-program. On February 12, Stony Brook joined many schools across the nation to raise money for the American Heart Association. Sponsored by the department of physical education and health and organized by Lauren Labott and Shannon Zakrewski, physical education teachers, the students engaged in four different "jumping" activities during their physical education classes. The students and staff asked family and friends for donations in order to support lifesaving heart and stroke research. Principal Cathy Kobylarz noted, “To our surprise and delight, Stony Brook raised $1617.67 for this very worthy cause. We all ‘jumped for joy’ and can't wait to ‘jump’ again next year.”
Gifted and Talented Program
March is being recognized as Gifted and Talented month throughout the state of New Jersey and especially in North Plainfield. Special lessons are being designed this month to help students realize and celebrate their gifts and talents through the G&T Metacognition Program entitled "K.I.N.D.L.E. Lights the Way.” Students’ ideas will be on display at the annual Community Information Evening planned for May 9, 2008.
The G&T teachers and their supervisor, Cathy Kobylarz, have been invited to attend training sessions to become "Judges" for a statewide program called "Destination Imagination.” Destination Imagination is a team tournament in which districts submit teams of five to seven members to work together to apply creativity, critical thinking and problem solving skills to solve numerous team challenges. The teams are judged according to their ability to work cooperatively and on how far they can stretch their imaginations. The G&T teachers, Kathy Porter, Cynthia Crawford and Janet Darvin, are also attending the 17th annual, 2008 New Jersey Association for Gifted Children Conference entitled, "Leaping into Action for Gifted Children." This year's focus is "Designing Programs and Services for High Ability Learners.”
NPHS
Salute to African American History Month Presentation: To support the activities taking place in the classroom for Black History Month, students were invited to a special celebration in the auditorium. The student government worked in conjunction with the NPHS Step Team, Drama Club and Jazz Band to create an entertaining and thought-provoking series of skits, poems, dance and songs concerning African-American History.
East End School
The Black History Month Committee at East End School presented an assembly explaining the origin, music, and source of Black History Month. Held on February 20, the program began with a sing-a-long of “Lift Every Voice and Sing,” the Black National Anthem written by James Weldon Johnson. The children, who had rehearsed with the music teacher prior to the assembly, lifted their voices to sing the beautiful words with zeal.
Following the song, questions and answers about Black History Month were addressed in the form of a skit put on by second, third and fourth grade students: “What is Black History Month about?” “Why don’t we celebrate black history during January when Dr. Martin Luther King’s birthday is recognized?”
The assembly also included a timeline slideshow of the African American journey from slavery to the present, narrated by staff committee members Lynnelle Thomas, Deborah Lockley-Thompson, Francesca Cardona, and Monica Villafuerta. Color picture slides of African American notables in business, law, science, politics, and entertainment concluded the program. The entire school took part in the theme of the day by wearing attire in either red, black or green -- the colors of the Black American Flag.
DISTRICT OPERATIONS & AUXILIARY SERVICES
SAFETY TRAINING The safety topic for March is vehicle safety. Related safety training, including safe delivery practices, will be conducted with all staff members on March 13, 2008. The aforementioned training will also include an additional module on accident prevention and reporting procedures.
PERSONNEL The Operations Department would like to welcome two new employees who recently joined their team: Nicholas Checchio and Carlos Comayagua. Mr. Checchio has joined the Maintenance Department as a heating and air conditioning specialist. Mr. Comayagua has joined the Custodial Department and is assigned to NPHS/MS.
HEALTH & SAFETY MRSA VIRUS: The Operations Department continues to monitor and implement additional housekeeping procedures as needed to reduce the risk of exposure to this antibiotic resistant virus. Please see the additional information posted on our website. STAIR-CHAIRS for NPHS/MS: The new stair chairs to evacuate persons with disabilities have arrived. Their cabinets have now been wall mounted and employee training will take place this week. Once the training has been completed, the chairs will be placed into service. MAINTENANCE In addition to completing daily work requests and routine maintenance, the following tasks were completed by the Maintenance Department during this past month: • A steam leak was repaired in the ceiling of an office in Harrison School. • A steam leak was repaired in a classroom at West End School. • A water line was repaired in the metal shop at NPHS • One main circulating pump was rebuilt at West End School. • Several light fixtures were repaired in the NPHS Auditorium. CONTRACTED PROJECTS The following projects were completed by an outside contractor during February. • Emergency boiler repairs were completed at Harrison School. • Additional roof repairs were completed at the NPHS. • Several windows were repaired at East End and West End Schools and NPMS.
RECYCLING PROGRAM The Board of Educations comprehensive recycling program is now operational. The dumpsters and disposal bins were delivered to all locations and are being utilized. A departmental meeting was held last week to outline the proper recycling procedures for each building. The next phase of this program will start-up in June and will include other items such as, but not limited to, bulbs and ballasts.
COMMUNICATION We are currently awaiting the delivery of three additional new radios that will be on loan from the Office of Emergency Management. These radios will be for the exclusive use of Crisis Team Members.
OPEN/PENDING PROJECTS
HIGH SCHOOL/MIDDLE SCHOOL • The repair and or replacement of two remaining windows. • The installation of a drop ceiling in the gymnasium foyer. All necessary permit applications have been filed and the project will start-up once they are received. The anticipated start-up is March 15.
EAST END SCHOOL • The replacement of four exterior light fixtures that are now in stock. • Structural repairs to the gymnasium. An engineering firm has now been approved to create specifications for the project. • The repair and or replacement of one broken window.
WATCHUNG SCHOOL The district has received proposals to complete the following building integrity concerns at Watchung: • The replacement of several windows and entrance doors. • The encapsulation of the soffit and installation of new gutters and leaders. • New entrance doors, exterior painting and other necessary repairs to the modular. ATHLETIC COMPLEX • Upgrades to the existing heating and ventilation system in the Field House.
SAFETY & SECURITY The North Plainfield School District is committed to providing a safe and secure learning environment for all of our students, staff and visitors. As such, we continue to implement new programs, critique existing procedures and routinely conduct a number of safety related drills. Additionally, several meetings are held monthly to discuss our current strategies and future initiatives.

Comments from the Public Harry Hooker commented on titles for proposed new programs. Mary Forbes suggested ideas for presentation of the budget.

Adjournment Mr. Branan moved, seconded by Mr. Estevez and unanimously approved to hold and executive session on March 19, 2008 at 7:00 pm for confidential matters relating to students, personnel, negotiations and litigation.
Mr. Branan moved, seconded by Mr. Estevez and unanimously approved to adjourn at 10:20 pm.
