Minutes:  December 19, 2007


The minutes of the regular meeting of the North Plainfield Board of Education held on December 19, 2007 at Watchung School, 33 Mountain Avenue, North Plainfield, NJ. Mrs. Bond-Nelson called the meeting to order at 7:30 pm and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, AND Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library. Following the pledge of allegiance, Mrs. Bond-Nelson requested the call of the roll:

Committee Delegate Reports
In regard to a legislative update, Mr. Estevez discussed a new state funding formula.

Mr. Branan, Policy Committee Chair, stated that revised policies, 9010 and 9144 will be placed on the agenda for January 9 for a second reading.

Mr. Sternberg presented an updated brochure, Understanding the Board of Education, as discussed by the Communications Committee.
Dr. Rich discussed the High School Program of Studies as reviewed at the Curriculum Committee meeting. In addition Dr. Rich reported that a statewide database for immunizations is being created.

Mrs. Mullen asked about reviewing the attendance policy and excused absences in the schools, this will be reviewed by the policy committee.

In regard to Negotiations, Dr. Birnbaum will make recommendations and proposals to be sent to the Board Attorney prior to winter recess.

Superintendent’s Report
Recognition
Congratulations to the following NPHS students who were selected to the NJ Region II Chorus: Tracy Mamuric and Jasmine Campbell, seniors; and Chinyere Amadiegwu, junior, were selected to the NJ Region II Women's Chorus. Junior Marcel Ringold was selected to the NJ Region II Mixed Chorus.

Eric Castillo, Eugene Flood, Jeremy Frusco, Kunwar Kaur, and Allison Sarfati were selected as this year’s Edward J. Bloustein Distinguished Scholars. These are students who place in the top 10% of their classes and have a minimum combined SAT score of 1260, or are ranked first, second, or third in their class at the end of the junior year. More than 5,000 Distinguished Scholars received award offers. Distinguished Scholars are offered an annual award of $1,000 without regard to financial need provided they attend a New Jersey School.

The following students have been selected as Interact Students of the Month:

(October) Interact President Tracy Mamuric. A senior at NPHS, Tracy is so involved in the school community we don't know how she has time for Interact. Tracy, a four year member of the club, is an extremely involved member who recently attended the Rotary-Interact Leadership Training Workshop in Somerset. When Tracy is not doing Interact-related things, she can be found serving the class of 2008 as treasurer, running Spanish Honor Society as co-President, helping another student as a Canuck Mentor or doing a number of other things. Tracy is a four year member of all the choirs and serves as soprano section leader. In addition, she is both the fall color guard and winter guard co-captain. She likes to act too! Tracy loves to bang her gavel at Interact meetings and wants nothing more than to make the club all it can possibly be at NPHS. Tracy, who aspires to be a nurse, is truly one who puts service above self.

(November) Katie Fellin, a freshman at NPHS. Katie is very active in the music department. She is a member of all the choirs, the concert band and the jazz band. Katie is a first year member of the marching band color guard and a two-year member of the winter guard. Katie also enjoys being part of the school's drama club. Outside of school Katie is a cadet in her Girls Scout troop and is an accomplished former horseback rider who has competed in five horse shows. Katie has jumped into Interact, becoming very involved in organizing projects and volunteering her time. Although only a freshman, Katie has been appointed the co-chair of the Winter Clothing Drive.

Sara Merendino is the Interact student of the month for December. Sara is a freshman at NPHS but has already gone out of her way to become a very active Interactor. Sara is involved in the marching band, color guard, winter guard and jazz band. She plays clarinet in concert band and sings in the Vocal Workshop at NPHS. Sara, too, is a horseback rider and has competed in shows. Before getting involved with Interact, Sara was a volunteer at a nursing home for a few months. Sara's willingness to get involved has landed her in the position of being the co-chair of the Interact's Winter Clothing Drive.

As noted on the Interact website, “Interact is a Rotary-sponsored service club for young people ages 14-18. The program gives young people an opportunity to participate in fun, meaningful service projects while developing leadership skills and meeting new friends. Through service activities, Interactors learn the importance of: Developing leadership skills and personal integrity; Demonstrating helpfulness and respect for others; and Advancing international understanding and goodwill.”

NORTH PLAINFIELD HIGH SCHOOL

Italian Class

Today Fiorella Bologno, Italian teacher, took her Italian 2 Honors class to Aristracare Nursing Home to sing in Italian, Spanish, and English to 11 senior citizens that are from Italian/ Spanish/ Hispanic backgrounds. (A student’s mothers works there.) One student dressed up as Santa Claus. The students were wonderful; they sang in three languages, gave out student-made Christmas/holiday cards, conversed in Spanish, English and Italian, and served Tiramisu to the staff and seniors.

According to Diana Sefchik, director of world languages, and a trip chaperone with Ms. Bologno, “The staff members took pictures and will e-mail them to me. It was a most enlightening experience for everyone. Some of the senior citizens were inspired to sing in Italian after the students finished their songs. The students read their holiday cards in the seniors' native language and English and wrote each senior’s name on their card.”

“Our students were extremely well-behaved, respectful, kind, caring, and exuberant. When they finished and the seniors went back to their rooms, the staff asked our students to go to another floor and to sing to bed-ridden patients and to distribute more holiday cards. There were tears in the eyes of many of the seniors and the nursing home staff members as our students were singing. The staff members were so appreciative that they bought pizza for the students. Our students embodied the spirit of the season as they participated in this community outreach activity,” expressed Ms. Sefchik.

Peer Leaders

The NPHS peer leaders participated in Leadership Training, November 18 – 20, 2007. During the training, they worked on communication, leadership, and team building skills. Through this training, they were able to organize various committees that focused on school pride and community. Students chose specific leaders for each committee and came up with a general plan to achieve each committee's goals. Some of the ideas included helping the food bank, creating a section for students at home games, rewriting the numbers on the doors at school for clearer visibility, and participating in Relay for Life. They also elected their executive board: Rachel Pittenger, president; Britanny Peabody, vice president; and Dennis Guerrera, secretary.

Cheerleaders

The NPHS cheerleaders held a memorial service in remembrance of the attack on Pearl Harbor (12/7/1941). The ceremony was held outside and was supported by members of the NJROTC and Step team. This year Seaman Joe Wallor (USN 1938-1945) was honored for his service on the USS Yorktown (aircraft carrier). His ship fought the Japanese on a few engagements and was sunk during the Battle of Midway. The ship proved pivotal in the success of US forces at Midway which changed the course of the war in the Pacific in favor of the US. Mr. Wallor spoke of his experiences during the war and received an American flag which had flown over all three 9-11 memorial sights.

Marching Band

The Marching Band finished the competition season on a good note at the North Eastern Championships in Allentown, Pennsylvania. The North Plainfield Marching Canucks performed at the J. Birney Crum Stadium on November 3, 2007 along with 40 other marching bands from Virginia to Connecticut. The USSBA (Unites States Scholastic Band Association) Championship weekend is but one large event that occurs over the first three weekends in November; each Saturday and Sunday. Over 200 bands participate in the adjudicated program and compete for trophies such as Best Marching, Best Music, Best Guard, Best Visual Performance, Best Percussion, and sometimes Best Pit Crew. Over the past ten years, North Plainfield has earned each of these trophies and as many as five of them in one competition, but unfortunately, this was not the year.

This Marching season the band competed as a larger group in a new conference. A majority of this year's members included first-timers who were overwhelmed with the many hours and hard work needed to prepare for the strenuous activity. The band and guard rehearse two hours a day three times a week and spend no less than 12-18 hours together each weekend from September to the first weekend of November. The finals at Allentown represent all the hard work each band had to endure throughout the fall season. The NPHS Marching Band did score an 81.2 at the event which was a decent score for the first championship as a Group 3 ensemble. Dorian Parreott, Amy Six, Heather Fencik, and Leah Jones, the band instructors and coordinators, made this year go as smoothly as possible while giving each member of the band an educational experience. The Marching Canucks Band was superbly led by drum majors Jasmine Campbell and Michael Lefanto.

SOMERSET SCHOOL

Partners Program

Somerset School Student Council “Partners” Program, now in its fourth year, has been very active in organizing the food drive for the past several weeks. The drive started on October 29 and culminated on December 7, with a gathering of student council members and volunteers in the community room to sort and deliver the food to the North Plainfield Food Pantry. The “Partnership” is very pleased to have the NPMS Student Council and Hope Jr. join the “Partnership” this year. Everyone looks forward to the largest “bounty” of food ever donated to the food pantry, which will successfully complete this year’s “mission” of re-stocking the shelves for the upcoming holiday season. In addition to the outreach of community service, the “Partners” program encourages and promotes teamwork, commitment, and responsibility through the strength of student mentorship with the joining of the student councils of Somerset School, NPMS, and NPHS. Homework Incentive Program

Somerset School staff served ice cream with all the “fixins” to approximately 75 excited fifth and sixth graders on Wednesday, November 28, 2007. What was the occasion? It was the first Ice Cream Sundae Social of the year. Each marking period, students who have completed all homework assignments on time are invited to attend an “Ice Cream Sundae Social” in the community room at Somerset School. The Homework Incentive Program provides ice cream, syrups, whipped cream, and a variety of toppings. Staff volunteers serve up the ice cream, syrups, and whipped cream while students help themselves to toppings. Students then mingle at tables, enjoying their well – earned treat and socializing. The taste of homework success is sweet at Somerset School!

Incentive Program

The sixth grade red-ticket incentive program includes a pizza lunch once a month as well as the Cashola fundraiser. During the course of the month, the sixth grade students are awarded red tickets for performing acts of kindness and setting a positive example for others. At the end of the month, four names are chosen at random and each student is allowed to invite a sixth grade student to join him/her at the pizza lunch. Cashola also happens on the first Friday of each month at the Burger King in Green Brook. If folks eat there from 5-7:30 pm on that day, and say "Cashola!" when ordering food, the Burger King gives back 20% of the cost to the sixth grade at Somerset School for incentive activities. Chemagne Doyen and Martha Tejada, advisors, enjoy celebrating the success of the students with the community of North Plainfield.

Art Club

The art club deserves a special thank you for their efforts in helping to redesign the school mascot logo. They rise to the occasion when asked to do any project for the North Plainfield community. In the past, they have made centerpieces for an auction, the banner for the community room and decorations for the school. They are now working on an art and music slide show illustration of a song. “They are enthusiastic, highly creative and their work deserves to be applauded,” noted Principal Reginald Sainte-Rose.

Computer Club

The sixth grade computer club is learning how to create Podcasts to help keep the Somerset School website current. They will be interviewing various staff members, writing narratives and recording the Podcasts. Visit the school’s website regularly to hear the latest events and activities.

CATS

The CATS club of Somerset conducted a toy drive in order to donate new toys to the North Plainfield Food Bank. The toys and donations have been collected from Somerset staff that has been most generous in contributing to this project. CATS members sorted the toys and made related holiday cards that were delivered to the Food Bank during the week of December 11. The toys are then distributed to needy children during the holidays.

STONY BROOK SCHOOL

Windows for the Community

Stony Brook's staff and students are so proud of the "Windows for the Community" project. Three times a year the Stony Brook window displays are changed with a seasonal message for the community of North Plainfield to enjoy. This December the displays are a winter celebration of polar bears, arctic owls and of course our "snow people.” We hope North Plainfield residents will enjoy seeing the Stony Brook artwork which is such an important aspect of curriculum.

Snowfest

Snowfest 2007 will be held on December 21 as Stony Brook's third annual winter celebration. The gym is magically converted into a winter wonderland as classes are invited to participate in numerous enrichment activities. This year Stony Brook will also be launching an Incentive Reading Program to start during vacation. The students will watch a videostreaming clip on polar bears at the Stony Brook Theatre, participate in a read aloud as special guests perform a fireside read, write stories about a winter scene of their own creation, and estimate how many books the children will read during the incentive reading program. “It is a great day of fun-filled learning,” expressed Principal Cathy Kobylarz.


DISTRICT OPERATIONS & AUXILIARY SERVICES

SAFETY TRAINING

The safety topic for December is Accident Prevention. Related safety training, regarding safe work practices and vehicle safety will be conducted with all staff members. The aforementioned training will also include a module on snow removal.

Additionally, a third training session related to the MRSA Virus will also be held during December. All staff members will be given instructions on how to prevent the spread of the virus.

HEALTH & SAFETY

MRSA Virus Update: The Operations Department will continue to monitor and implement additional housekeeping procedures as needed to reduce the risk of exposure to this antibiotic resistant virus. Please see the additional information posted on our website.

MAINTENANCE

In addition to completing daily work requests and routine maintenance, the following tasks were completed by the Maintenance Department during this past month.
A steam leak was isolated for future repair at Stony Brook School
Several sections of water line were replaced at the Middle School

WINTER BREAK PROJECTS

The following projects are scheduled to be completed over the upcoming winter break:
Alarm upgrades to the Fire Pump System at the Somerset School
Terrazzo floor polishing at West End School
The repair of several steam leaks at West End School
Repairs and maintenance at Harrison House
Other repairs and/or maintenance related to safety and health

RECYCLING PROGRAM

The Board of Education has now approved, as proposed, a comprehensive recycling program for the district. The first phase of this program is scheduled for start-up on January 3, 2008 and will include all paper products. The second phase of the program, co-mingled products, will be in place by this summer with full implementation scheduled for the opening of the new school year in September.

OPEN/PENDING PROJECTS
(BY BUILDING)


HIGH SCHOOL/MIDDLE SCHOOL

Installation of the surveillance system and associated wiring. This project is now scheduled to be completed on or about December 25, 2007. Once the system is complete and the associated signage has been installed, the service provider will begin to train our authorized staff members.

The repair of several roof leaks is in progress by an outside contractor.

HARRISON BUILDING

There are currently no open projects at this location.

ATHLETIC COMPLEX

Upgrades to the existing heating and ventilation system in the Field House.

EAST END SCHOOL

The replacement of four exterior light fixtures that are currently on order.

The installation of additional railings for several stairwells and landings. These are custom manufactured railings and there is a substantial amount of lead time for delivery.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved that for the 2007-2008 school year, the Board of Education approve Amy Colon, health and physical education teacher, to assist at athletic contests at the rate of $25.01 per hour.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved that for the 2007-2008 school year, the Board of Education approve Cindy Dilts as a volunteer assistant to the coach of the winter cheerleading program.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved that for the 2007-2008 school year, the Board of Education appoint Susan Dahlinger for an additional 26 hours, for a total of 86 hours, to teach in the East End School extended day programs at the rate of $30 per hour, to be funded with TARA monies.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved that the Board of Education approve Carl Gaebel, security officer, to work two (2) additional hours on weekends to monitor/police athletic field usage, at the rate of $19 per hour, for up to 20 hours, effective March 2008 through June 2008.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved that the Board of Education approves the appointment of Annette Wells as Treasurer of School Moneys effective January 1, 2008, until the conclusion of the school year June 30, 2008, at the stipend of $7,400 to be prorated for the 2007-2008 school year.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved that for the 2007-2008 school year, the Board of Education adjust the previously approved unpaid leave of absence granted to Emily Thompson, under the Federal Family Leave Act, from effective March 5 through April 13, 2008 to effective March 3 through April 6, 2008.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved that the Board of Education accept with regret the resignation of Theresa Rossol, special education teacher, for reasons of retirement, effective July 1, 2008.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved that for the 2007-2008 school year, the Board of Education extend the unpaid leave of absence granted to Marion Risoli, paraprofessional, from October 1, 2007 through December 16, 2007 to October 1, 2007 through January 1, 2008.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved that for the 2007-2008 school year, the Board of Education approve the appointment of Mary Sommers as a test facilitator for Somerset School at the stipend of $500.

Curriculum, Instruction, and Pupil Services
Mr. Branan moved, seconded by Mr. Allen and unanimously approved that for the 2007-2008 school year, the Board of Education pay the tuition for the out-of-district placement of the following classified student(s) in the school(s) and at the tuition rate(s) (to be prorated) as noted. Mr. Branan moved, seconded by Mr. Allen and unanimously approved that the Board of Education gratefully accept the donation of three portable radios at a value of $473.00 each, which includes programming and charger, from the Office of Emergency Management of Somerset County.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved by roll call vote hat the Board of Education accept the monthly financial reports of the School Business Administrator/Board Secretary and the Treasurer of School Funds, for the month of October, 2007, and further recommends in compliance with NJAC 6:23-2.11(B), that the Board of Education certify that to the best of their knowledge no major account or fund has been over expended and that as of this report sufficient funds are available to mee the district’s financial obligation for the remainder of this fiscal year.

Old Business
Dr. Birnbaum discussed the NJQSAC monitoring indicating that there was a very positive outcome with no changes to our submission. Final response confirming the review will be received in January.

New Business
There was none.

Current Events in Education
Mr. Allen questioned a requirement for preschoolers to have flu shots. Dr. Rich stated that students must present documentation for flu shots.
